- Implementation of digital solutions to increase virtual or digital interactions with customers and enhance their experience.
- Digital transition projects to improve the organizational efficiency and performance of tourism businesses.
- Projects to acquire and integrate digital tools for transactions, customer experience, and management and optimization of customer data and sales revenue, including connecting multiple digital systems.
Documents Needed
- Completed and signed PDTO 25-27_Digital application form in Excel format
- Complete business plan for the project
- Detailed marketing plan with target markets, actions, budget, schedule, and indicators
- Internal sustainable development and responsible purchasing policy or contract with an external firm to develop it
- Sustainable development and climate change adaptation action plan or contract with an external firm to develop it
- Confirmation of capital investment (attestation from an accountant or financial institution)
- Financial statements for the last two full years and most recent interim statements, if required
- Projected financial statements for three years following project completion, if required
- For municipal entities and Indigenous communities, a document detailing project revenues and expenses and a resolution to cover operating costs for five years
- Board of directors’ resolution (or equivalent) mandating the application signatory
- OQLF compliance certificate or attestation for organizations with 25 or more employees in Quebec, if applicable
- Confirmations from financial partners, if available
- For nature and adventure tourism businesses, proof of compliance or steps toward Aventure Écotourisme Québec Quality-Safety Certification
- Indigenous certificate or certification recognizing Indigenous status of the organization, if applicable
Eligibility
- The applicant must be a tourism business, municipal entity, Indigenous community or nation, or a group representing these clienteles.
- The organization must be legally incorporated under Quebec or Canadian law and conduct business in Quebec.
- Eligible organizations must have honoured commitments linked to any previous grant from partners.
- Tourist accommodation establishments must comply with applicable laws and regulations and hold a valid registration number.
- Nature and adventure tourism businesses must comply with, or be in the process of complying with, Aventure Écotourisme Québec Quality-Safety standards.

- Crown corporations and departments or agencies of the governments of Quebec and Canada.
- Applicants listed in the Register of Companies Ineligible for Public Contracts.
- Companies not compliant with the francization process of the Office québécois de la langue française.
Eligible expenses
- Professional fees for support and implementation of digital solutions.
- Purchase of technological or other equipment required to use the solution.
- Initial subscription (up to 24 months) to cloud computing services for the solution.
- Purchase of hardware, software, or mobile applications that increase customer interaction, including integrated management and e-commerce software.
- Project-related travel expenses within public service rates, overhead, salaries, and benefits directly tied to project delivery.
- Professional fees for training or upskilling human resources responsible for implementing the digital project.
- Net, non-refundable taxes related to eligible costs.
Ineligible Costs and Activities
- Promoter’s regular salaries, operating costs, and ongoing management expenses.
- Purchase or leasing of land, buildings, or facilities, and capital expenditures for equipment acquisition.
- Purchase of bandwidth, sales commissions on online platforms, and recurring operating costs of the business solution.
- Development of video games, technological infrastructure, server rooms, and costs related to compliance upgrades, maintenance of assets, or regulatory conformity.
- Working capital, debt servicing, operating or capital losses, asset transfers, in-kind or service contributions, usual maintenance, administrative overhead, financing, lobbyist fees, promotion and marketing costs, cost overruns, legal fees, and costs tied to commitments made before applying (except project development fees).

- Businesses and organizations conducting their activities in Quebec, specifically within the Outaouais tourism territory.
Selection criteria
- Alignment with the objectives of the PDTO 25-27.
- Structural impact, including attractiveness, scope, benefits, partnerships, job creation, and season extension.
- Innovative nature and quality of the concept, products, and services.
- Strength of the financial structure, including confirmation of external funding sources.
- Relevance, feasibility, and integration of sustainable development and climate change adaptation measures.

- Financial assistance is provided as a non-repayable contribution.
- Projects are assessed on their overall sustainable development approach.
- Nature and adventure tourism businesses may need Aventure Écotourisme Québec Quality-Safety Certification or proof of steps taken toward it.
- Organizations with 25 or more employees in Quebec must provide an OQLF compliance certificate to receive funding.
