Who is eligible?
- Low-income homeowners
- Households with a person with a disability
Who is not eligible
- Applicants who do not own and occupy the home as a sole and principal residence
- Applicants with household income above the program limit
- Applicants with a home value above the program limit
- Applicants with unpaid mortgage, property taxes, or home insurance
- Applicants who received RRAP funding in the last 15 years or City of Hamilton down payment assistance
Eligible expenses
- Legal representative and title registration costs
- Repairs to roofs, fire safety, electrical, plumbing, heating, and other mandatory health and safety issues
- Accessibility modifications such as ramps, handrails, lifts, and countertop adjustments
Ineligible Costs and Activities
- Work started before the Loan Agreement is registered on title
- Repairs to modernize or improve the appearance of the home

How to apply
- Step 1: Review eligibility and complete the application
- Check the program requirements.
- Print and fill out the application form.
- Step 2: Prepare supporting documents
- Gather the supporting documents listed in the application package.
- Make sure the application is fully completed.
- Step 3: Submit the application
- Send the completed package by email, mail, or in person to Housing Services Division, Attention: Loans Officer, 350 King Street East, Suite 110, Hamilton ON, L8N 3Y3.
Processing and Agreement
- Applicants must first review the eligibility requirements and complete the application package.
- Incomplete applications are not accepted.
- Eligible applicants submit the package by email, mail, or in person.
- Approved applicants must sign a Loan Agreement registered on the home title.

- A Loan Agreement must be signed and registered on the home title.
- The program is for essential repairs and accessibility modifications, not cosmetic upgrades.
- Work must start within 45 days of registration and be completed within 120 days.
