Eligibility

Who is eligible?

  • Indigenous media organizations
  • Authorized agents, including band councils and municipalities
  • Non-profit legal entities, cooperatives, and public authorities
  • For-profit companies legally constituted in Québec

Who is not eligible

  • Individuals
  • Non-Indigenous organizations
  • Non-Indigenous governmental organizations
  • Applicants registered in the RENA registry
  • Applicants in default after formal notice for prior Québec government assistance

Eligible expenses

  • Labour and employee benefits
  • Equipment or space rental, materials and equipment purchases
  • Studies, consulting, subcontracting, promotion and travel
  • Administration and contingency fees, within program limits

Ineligible Costs and Activities

  • Expenses incurred before the grant is formally awarded in writing
  • Projects already funded by another Ministry program
  • Day-to-day operating projects or routine activities

Selection criteria

  • The project’s relevance is assessed based on its alignment with the Ministère’s priorities, goals and objectives, as well as with issues related to the relevant territory or sector, or both.
  • The project’s relevance is also assessed based on overlap or competition with existing activities or projects.
  • The project’s quality is assessed based on the clarity and precision of the project’s objectives.
  • The project’s quality is assessed based on the experience and skills of the project management team, the applicant’s ability to complete the project, the feasibility of the budget forecasts, financial arrangements and project schedule, and the diversity of funding sources and the judicious use of resources.

How to apply

  • Applications for financial assistance are normally completed online via a form available on the di@pason online service.
  • Upon request, applications may also be submitted via a paper form, which must be forwarded to the Ministère’s office in the applicant’s region.
  • Applications for financial assistance must be received by the dates determined each year by the Ministère.

Processing and Agreement

  • Applications are reviewed by the Ministry on an ongoing basis
  • Only eligible and relevant projects that pass quality review are considered for funding
  • Applicants may be asked for additional information or corrections during review
  • A Results Agreement must be signed before payment
  • Recipients must provide accountability reports and may be subject to site verification

  • Applications were normally submitted online through the di@pason service.
  • Paper applications could be submitted on request to the Ministry office in the applicant’s region.
  • Very urgent projects could be processed outside the regular schedule.
  • The recipient must sign a Results Agreement before payment.
