Overview of the One-time assistance for Indigenous media program

The One-time Assistance for Indigenous Media grant provides up to $50,000 to support Indigenous media organizations in Quebec facing urgent operational challenges or in critical development phases. Eligible activities include restructuring, emergency equipment acquisition or repair, research and development, and projects aimed at ensuring the continuity or growth of Indigenous media services.

Financing terms and conditions

  • Financial assistance covers up to 90% of eligible project expenses for non-profit organizations and public authorities, and up to 75% for for-profit companies.
  • Maximum financial contribution per project is $50,000.
  • A first instalment of at least 50% and up to 80% of the announced amount is paid upon signing the funding agreement; the balance is disbursed according to project milestones.
  • The applicant must contribute at least 10% of the total project revenues, with a minimum of 5% as a cash contribution.
  • Administrative expenses are eligible up to a limit of 5% of total eligible expenses; contingency costs are eligible up to 10%.

Eligibility criteria of the One-time assistance for Indigenous media program

  • The applicant must be a legally constituted non-profit organization, cooperative, public authority, or for-profit enterprise registered and headquartered in Quebec.
  • The applicant must operate primarily in Quebec and conduct the majority of its activities there.
  • The applicant must be an Indigenous media organization, or its representative (such as a band council or municipal corporation), active at the time of application.
  • The media's programming must be mainly in the language of its community, or a language understood by its community, and must reflect the community's needs and preferences.
  • The project must address one of the grant’s objectives, such as supporting Indigenous media continuity in precarious situations or facilitating crucial development phases.

  • For-profit businesses legally constituted and registered in Quebec operating Indigenous media

Who is not eligible

  • Individuals (private persons).
  • Non-Indigenous organizations.
  • Non-Indigenous government bodies or agencies.
  • Applicants listed in the Register of Enterprises Ineligible for Public Contracts (RENA), including their registered subcontractors.
  • Applicants who have failed to fulfill obligations related to previous financial assistance from a Quebec government department or agency after being duly notified.

Eligibility criteria of the One-time assistance for Indigenous media program

  • Relevance of the project, including its alignment with ministerial priorities, orientations, and objectives, as well as its fit with the issues of the relevant territory or sector.
  • Absence of overlap or competition with existing activities or ongoing projects.
  • Quality of the project, as demonstrated by the clarity and precision of objectives, the experience and competence of the implementation team, and the applicant's capacity to carry out the project.
  • Realism of the budget, financial structure, and project timeline, as well as the diversity of funding sources and allocation of resources.
  • Urgency or essential nature of the project in relation to the organization's mission, the population served, territory covered, and financial situation, with consideration for equitable distribution among media types and Indigenous nations or communities.

How to apply to the One-time assistance for Indigenous media program

  • Step 1: Access Application PlatformAccess the online application form via the di@pason service of the Ministry of Culture and Communications.
  • If online access is not possible, request a paper form from the relevant regional office of the Ministry.
  • Step 2: Complete Application MaterialsProvide a detailed project description, including context and justification.
  • State the project objectives.
  • Specify project implementation dates.
  • Indicate expected outcomes and benefits.
  • List names and contact details of project partners, with a description and value estimation of their contributions (goods and services at market value).
  • Present the project team, highlighting experience and skills relevant to project delivery.
  • Include a balanced and detailed project budget.
  • Attach a project timeline indicating main phases or activities.
  • Submit the most recent financial statements (for organizations).
  • Provide the resolution approved by competent authorities authorizing the submission and appointing a representative.

Additional information

  • Financial assistance is provided through a results-based agreement that requires the recipient to fulfill reporting obligations.
  • The Ministry retains the right to inspect the project site and verify the use of granted funds at any reasonable time.
  • The beneficiary is required to submit regular or final reports detailing activities carried out, outcomes achieved, and use of funds.
  • The maximum financial contribution per project is $50,000, and grant terms may be revised depending on government budget allocations.
