- Expenses incurred before the grant is formally awarded in writing
- Projects already funded by another Ministry program
- Day-to-day operating projects or routine activities

Processing and Agreement
- Applications are reviewed by the Ministry on an ongoing basis
- Only eligible and relevant projects that pass quality review are considered for funding
- Applicants may be asked for additional information or corrections during review
- A Results Agreement must be signed before payment
- Recipients must provide accountability reports and may be subject to site verification

- Paper applications could be submitted on request to the Ministry office in the applicant’s region.
- Very urgent projects could be processed outside the regular schedule.
- The recipient must sign a Results Agreement before payment.
