Who is eligible?

• For-profit businesses
• Cooperatives with commercial activities
• Non-profit social economy enterprises

Who is not eligible

• Businesses in pre-startup phase
• Publicly owned or government-controlled entities
• Companies under bankruptcy or insolvency protection
• Businesses in arms, fossil fuels, gambling, sexual exploitation or tobacco-related sectors

Eligible expenses

• Working capital needed for the project
• Purchase of equipment, machinery, technology or rolling stock
• Construction, renovation, expansion and site or premises fitting
• Professional fees related to project analysis or implementation
• Acquisition costs for business succession or takeover

Ineligible Costs and Activities

• Expenses incurred before the application is filed
• Debt service and repayment of existing or future loans
• Research and development expenses
• Normal operating expenses
• Quebec sales taxes

• Processing depends on budget availability and policy compliance.

• The MRC may grant exceptions under its investment policy.
• No dossier opening fees apply.
• Financed files are subject to an annual follow-up retention of $100 per year of loan.
