Overview of the MRC Beaharnois-Salaberry — Signature Innovation Project (PSI) program

The MRC Beauharnois-Salaberry Signature Innovation Project (PSI) grant provides up to $1,584,870 in funding to support innovative, regional-scale projects enhancing public waterfront spaces through arts, multimedia technology, and urban design. Eligible activities include feasibility studies, construction and development, equipment acquisition, and the creation of immersive cultural and recreational experiences.

Financing terms and conditions

  • Financial support from the Signature Innovation program covers up to 80% of eligible project expenses for most eligible organizations, and up to 50% for private enterprises.
  • The total provincial and federal government assistance, including this program, cannot exceed 80% of the project's total eligible costs.
  • A maximum total of $1,584,870 is committed by the MAMH, distributed annually until 2024–2025.
  • The MRC is required to contribute at least $316,974, representing 20% of the total government contribution under the agreement.
  • All expenditures must be committed no later than October 3, 2026, and paid by October 3, 2027.

Eligible projects & activities

  • Creation of a regional cultural and recreational circuit highlighting waterfront public spaces using arts, multimedia technologies, and urban design.
  • Development and enhancement of iconic sites and public spaces along rivers, lakes, and canals to promote regional identity shaped by water.
  • Implementation of interactive and immersive attractions or installations in key public areas to encourage discovery and engagement.
  • Projects that establish or strengthen connections between recreational, touristic, cultural, and sports sites near bodies of water across the MRC's municipalities.

Eligibility criteria of the MRC Beaharnois-Salaberry — Signature Innovation Project (PSI) program

  • The applicant must be a municipal organization, an Indigenous community, a legally constituted non-profit organization, a private business (excluding those in the financial sector), a cooperative (except those in the financial sector), or an organization from the education sector.
  • Corporations wishing to start a business are eligible.
  • The proposed project must be a time-limited, non-recurring initiative that aligns with the strategic framework adopted by the MRC de Beauharnois-Salaberry.
  • The project must have a direct connection to the objectives of enhancing, structuring, and developing public waterfront spaces through culture, arts, multimedia technologies, or urban design.

Who is eligible?

  • Municipal organizations and Indigenous communities
  • Private enterprises (excluding those in the financial sector)
  • Social economy enterprises (excluding those in the financial sector)
  • Legally constituted non-profit organizations
  • Organizations from the education sector
  • Legal entities intending to start a business

Who is not eligible

  • Financial sector companies (e.g., financial cooperatives and other financial institutions).
  • Projects linked to the establishment or expansion of health services (e.g., health cooperatives).
  • Municipal administration projects (e.g., city hall renovations, municipal garage maintenance).
  • Projects related to places of worship, unless converting the building for a non-religious community use.
  • Projects that have already been funded through government-approved budget rules or government activities.

Eligible expenses

  • Project feasibility evaluation (studies and professional fees).
  • Construction, development, implementation, or setup costs related to the project.
  • Acquisition or rental costs for equipment and materials required for the project.
  • Administrative fees, up to a maximum of 10% of the requested funding.

Eligible geographic areas

  • Organizations located in the territory of the MRC de Beauharnois-Salaberry (covering its seven municipalities), Quebec.

  • Alignment with the Signature Innovation project guidelines of the MRC de Beauharnois-Salaberry.
  • Creation of a major regional attraction focused on the hydrographic wealth of the territory.
  • Enhancement of public waterfront spaces through culture and heritage.
  • Contribution to public access and usage of waterfront spaces for citizens and visitors.
  • Coherence with the strategic planning tools of the MRC and alignment with the objectives of Tourisme Montérégie and Culture Montérégie.

How to apply to the MRC Beaharnois-Salaberry — Signature Innovation Project (PSI) program

  • If refused, request feedback for future improvements

Additional information

  • All expenses must be committed no later than October 3, 2026, and disbursed by October 3, 2027.
  • The identities of committee members involved in the governance will be published on the MRC website.
  • Members of the director committee must comply with ethics and conflict-of-interest rules, including disclosure and abstention when concerned.
  • Committee meetings may be held in a hybrid (in-person and virtual) format depending on members' availability.
