- Businesses with annual sales of at least $5 million for the productivity and advanced equipment path.
- Businesses in manufacturing, transport and warehousing, wholesale, construction, agriculture, forestry, fishing and hunting, architectural, engineering and related services, or mining, quarrying, and oil and gas extraction for the productivity and advanced equipment path.

- Businesses outside the eligible sectors for the productivity and equipment stream
- Businesses that do not meet the minimum revenue requirement
