- First-year players for PAP, unless a special exemption is requested
- Student-athletes not enrolled in high school courses

Processing and Agreement
- Applications are reviewed by the JUEL Foundation Selection Committee.
- Up to 30 grant winners are awarded annually for the JUEL Foundation Grant.
- PAP approvals are made at the sole discretion of the Canadian Basketball Alliance.
- If approved, payments are issued to the academic institution or franchise organization, not to families directly.
