Who is eligible?
- Existing companies whose primary activity is developing Video Games and/or XR content experiences.
- New companies owned and/or led by individuals with substantial experience in Video Game and XR content development.
- Canadian-owned and controlled organizations.
- Ontario-based companies incorporated in Ontario or federally and registered in Ontario.
- Private-sector, for-profit companies in good standing with Ontario Creates.
Who is not eligible
- Recent graduates.
- Companies and individuals transitioning to Video Game and XR content development from other industries.
- Companies and individuals at an emerging stage of their careers.
- Single-purpose production companies.
Eligible expenses
- Accessibility expenses required to complete project deliverables for successful applicants who are Deaf or disabled.
Ineligible Costs and Activities
- Expenses incurred before submission of the application.

Selection criteria
- The program applies a diversity, equity and inclusion lens to evaluation.
- Track Record (20%): company experience with similar projects, team capacity, and diversity among senior leadership, staff, and contract employees.
- Feasibility and Risks (20%): project planning and timelines, clarity of activities and deliverables, budget accuracy, financing strength, and risk mitigation.
- Creative Strength (25%): project quality, scope clarity, innovation, creativity, uniqueness, and diversity in content and audience.
- Economic Benefit (35%): market viability, commercial success potential, and benefit to the Ontario economy including employment, spend, leverage, and other funding sources.
How to apply
- Submit applications through the Ontario Creates Online Application Portal (OAP).
- Before starting an application, register the company’s corporate information with the OAP.
- If the company is not registered, select Register in the portal.
- To start an application, select Start New Application and follow the directions to access the application form.
Processing and Agreement
- Applications are reviewed for eligibility and completeness.
- Incomplete or ineligible applications are not further evaluated and applicants are notified via the OAP.
- Eligible applications with all required documents are reviewed and assessed by a jury of industry professionals and/or Ontario Creates.
- Decisions are communicated within 16 weeks of the deadline.
- Ontario Creates may withdraw its funding commitment if financing is not complete within the negotiated time frame, the project no longer meets eligibility requirements, or the project changes significantly from the initial commitment.
