- Companies listed in the Registre des entreprises non admissibles aux contrats publics (RENA) or that defaulted on obligations after formal notice related to previous financial assistance in the last two years
- Political parties
Eligible expenses
- Travel costs, including transport, accommodation, meals, and incidental expenses, for the applicant’s travel abroad and the applicant-paid travel in Quebec of a potential client
- Event registration fees
- Professional fees for marketing and promotion targeting international markets, for recurring events only
- Professional fees for developing programming and content to increase international participation, for recurring events only
- Costs for services, innovative initiatives, and attendee-experience improvements that facilitate international participation, for recurring events only

- Complete and sign the FSTAI application form in the original Excel format.
- Attach the required supporting documents.
- Send the application by email to fstai@tourismelaval.com.
Processing and Agreement
- Tourisme Laval performs a preanalysis and may ask follow-up questions.
- The steering committee reviews admissibility, relevance, and the financial aspect of the request and makes a decision.
- The applicant receives either an acceptance letter with the amount awarded or a refusal letter.
- If selected, the beneficiary signs a financial assistance agreement with Tourisme Laval.
- For Stream 4, the first payment is 60% after the agreement is signed; the balance is paid after the required reporting, and for recurring events it is paid after the event and a signed results statement.
Additional information
- Applications are reviewed by Tourisme Laval and a steering committee.
- Projects must be fully completed by May 31, 2030.
- Funds must be committed by March 31, 2028.
- An approved financial assistance agreement is required for funded projects.

To be eligible for the International Business Tourism Stimulus Fund (FSTAI) — Stream 4 – Supporting Events Held or to Be Held in Quebec program, you must:
Essential conditions:
• The applicant is active in attracting events and belongs to an eligible category legally constituted in Quebec.
• The project concerns a convention, trade show, or corporate meeting held in Quebec.
• The event has at least 50 participants, at least 40% of whom come from outside Canada, OR at least 50 participants from outside Canada.
• The event will take place before May 31, 2030, and the project demonstrates its capacity to attract new international participants.
• For a recurring event, the target is compared with the previous edition. For an attracted and confirmed non-recurring event, only prospecting and familiarization activities are eligible.
• No expense may be incurred before the application is submitted.
