Overview

International Business Tourism Stimulus Fund (FSTAI) — Stream 4 supports eligible Quebec-based event organizations with non-repayable funding for international business events held in Quebec to increase international attendance and strengthen the province’s business tourism impact. Eligible expenses include travel, event registration, marketing and promotion, programming content, simultaneous interpretation, innovative participant services, and improvements to the international attendee experience.

Eligibility

Who is eligible?

  • Entities active in event attraction, including destination management organizations, economic development organizations or services, research and educational institutions, research specialists associated with these institutions, local branches of international organizations, and other territorial, sectoral, or economic organizations related to business event attraction.
  • For-profit organizations, non-profit organizations, cooperatives, Quebec municipal entities, as well as Indigenous communities, organizations, and nations recognized by the National Assembly.

Who is not eligible

  • Supplier companies, including accommodations and convention centres, and event agencies
  • Ministries and agencies of the Government of Quebec or Canada, including Crown corporations
  • Companies under the protection of the Companies' Creditors Arrangement Act or the Bankruptcy and Insolvency Act
  • Companies listed in the Registre des entreprises non admissibles aux contrats publics (RENA) or that defaulted on obligations after formal notice related to previous financial assistance in the last two years
  • Political parties

Eligible expenses

  • Stream 1 : professional fees of external firms, including graphic design and layout, consulting, writing, translation, proofreading, photo research, research, legal or accounting fees, as well as other fees previously approved.
  • Stream 1 : document printing, mailing costs, and filing fees.
  • Streams 2 and 4 : travel expenses (transportation, accommodation, meals, and incidental expenses), travel abroad for the applicant entity, and travel within Quebec for the potential client borne by the applicant entity.
  • Streams 2 and 4 : event registration fees and fees for external specialists previously approved and necessary for canvassing for an event or for the preliminary start-up of an event.
  • Streams 3 and 5 : no eligible expenses, except for any expenses related to regional transportation for participants, which are covered by the organizing entity.

Ineligible Costs and Activities

  • Costs already incurred before application submission
  • Travel and hospitality costs for international participants during the event under volet 4
  • Cash gifts, regular prescriber fees, and purchased client lists
  • Advertising campaigns and social media tactics under volet 2
  • Speaker fees and non-admissible transportation support under volet 3

  • Quality of the application and realistic budget.
  • Potential spin-offs, scale and reach.
  • Potential for recurrence.
  • Alignment with the host destination's capacity.
  • Highlighting Quebec's centers of excellence, innovation zones or industrial clusters, the following high-potential tourism sectors: nature tourism, Indigenous tourism, winter tourism, gastronomy tourism and agrotourism, upscale tourism and event tourism, as well as the sustainable and responsible practices envisioned for the event.

How to apply

  • Fill out and return the FSTAI Form with the required documents attached.
  • Submit the assistance application form to fstai@tourismelaval.com in the original Excel format.
  • It is possible to submit an application in several streams simultaneously if it concerns the same event.
  • Applications may be submitted continuously to Tourisme Laval as part of calls for projects, and they may also be submitted between call dates if circumstances require it.

Processing and Agreement

  • Tourisme Laval performs a preanalysis and may ask follow-up questions.
  • The steering committee reviews admissibility, relevance, and the financial aspect of the request and makes a decision.
  • The applicant receives either an acceptance letter with the amount awarded or a refusal letter.
  • If selected, the beneficiary signs a financial assistance agreement with Tourisme Laval.
  • For Stream 4, the first payment is 60% after the agreement is signed; the balance is paid after the required reporting, and for recurring events it is paid after the event and a signed results statement.

Additional information

  • Applications are reviewed by Tourisme Laval and a steering committee.
  • Projects must be fully completed by May 31, 2030.
  • Funds must be committed by March 31, 2028.
  • An approved financial assistance agreement is required for funded projects.

To be eligible for the International Business Tourism Stimulus Fund (FSTAI) — Stream 4 – Supporting Events Held or to Be Held in Quebec program, you must: Legally constituted Quebec entity in an eligible category, active in attracting events. Convention, trade show or corporate meeting in Quebec before May 31, 2030, with demonstrated ability to attract new international participants. At least 50 participants, including 40% from outside Canada, OR at least 50 participants from outside Canada. Recurring event: target compared with the previous edition. Confirmed non-recurring event: prospecting and familiarization activities only. No expenses incurred before submission.
