Who is eligible?
- Canadian offerors with a place of business in Canada.
Eligible geographic areas

Selection criteria
- The proposed innovation must meet one or more of the ISC definitions of innovation.
- The proposed innovation must be feasible for testing in an operational environment and at TRL 7 or above.
- Risk considerations must be addressed, including certifications, licences and approvals, and mitigation of safety, privacy, technical and cybersecurity risks.
- The proposed innovation must be within the selected problem statement and clearly address one or more selected outcomes.
- Stage 3 and Stage 4 assess advance on state of the art, IP strategy, EDI benefits, and commercialization strategy; to be conditionally qualified, an offer must score a minimum of 60 points out of 96 across Stage 3 and Stage 4 criteria.
