Who is eligible?
- Multidisciplinary research teams led by a Canadian university.
Who is not eligible
- Federal departments and agencies, including federal Crown corporations.
- Any person employed by a federal department, agency, or Crown corporation.
- Associate professors as initial applicants.
- Postdoctoral fellows as applicants or partners.
Eligible expenses
- Actual, non-recurring, additional costs approved and incurred by the initial and final beneficiaries that are reasonable and necessary for the eligible micro-network activities.
Ineligible Costs and Activities
- Contributions in kind are not eligible for MDN funding.

- Applicants may be located outside Canada
Selection criteria
- Proposals are assessed first against Mandatory Criteria and then against Point-Rated Criteria.
How to apply
- Read the Applicant Guide and challenge details before submitting.
- Download and complete the Innovation Networks proposal form.
- Request a Connexion conversation at least five business days before the closing date.
- Submit the proposal through Canada Post's Connexion service before the deadline.
Processing and Agreement
- Proposals are assessed first against Mandatory Criteria and then against Point-Rated Criteria.
- Selected applicants must conclude a non-repayable contribution agreement with the MDN.
- The proposal responses become Schedule A of the contribution agreement.
- The initial beneficiary must manage the contribution, distribute funds to final beneficiaries, and report activities and results to the MDN.
- Selected participants are subject to the two-step security validation process under the Sensitive Technology Research and Affiliations of Concern policy.
Additional information
- Applicants may submit more than one proposal per challenge.
- Proposals must be standalone and not interdependent.
- All proposals must be submitted in Canadian dollars.
- Selected applicants retain intellectual property rights, with a possible government licence.
