- Salaries, wages, and benefits directly related to the solution.
- Equipment purchases or rentals meeting program conditions.
- Consultant services and laboratory analysis services.
- Materials, supplies, and maintenance directly related to the solution.
- Overhead costs within the allowed limit and eligible travel expenses.
Ineligible Costs and Activities
- In-kind contributions.
- Land or building purchases, and lab relocation costs.
- Personal or company vehicle purchase or lease, fuel, and maintenance.
- Insurance, interest, credit card charges, and refundable taxes.
- Lobbying, direct marketing, and non-essential or unrelated costs.

Processing and Agreement
- Proposal packages are screened by DND/CAF experts.
- Eligible proposals are invited to the on-site competition.
- The Funding Committee reviews proposals and on-site results.
- Funding decisions are final and there is no appeal process.
- Successful applicants may then enter a grant or contribution agreement.
