Eligibility
Who is eligible?
- Canadian universities.
- Multiple institutions or organizations working as a multidisciplinary team.
Who is not eligible
- Post-doctoral fellows as lead applicant or partner.
- Organizations without legal status to sign a funding agreement.
- Non-Canadian affiliated participants may be refused at DND's discretion.
Eligible expenses
- Student, research assistant, and technical staff salaries and benefits.
- Equipment purchases or rentals.
- Consulting, laboratory analysis, materials, travel, publication, outreach, and communication costs.
- Administrative overhead.
Ineligible Costs and Activities
- Salaries and benefits for university investigators receiving direct and continuous university pay.
- In-kind contributions.
- Land or building purchases, lab moves, lobbying, and direct marketing.
- Travel, equipment, or other costs outside the program rules or not specifically required for the project.

- Innovation, novelty, and transformative potential.
- Scientific quality and feasibility of the work plan.
- Micro-net management and collaboration capabilities.
- Sustainability after DND funding ends.
How to apply
- Step 1: Create a CPC Connect account
- Register with Canada Post Connect if you do not already have an account.
- Step 2: Request a Connect conversation
- Email the IDEaS mailbox with your CPC Connect email address at least three business days before the deadline.
- Step 3: Submit the letter of intent
- Upload the required form through the Connect conversation before the closing date and time.
- Step 4: If invited, submit the full proposal
- Use the DND full proposal form and submit it through Connect by the invitation deadline.
- Step 5: Sign the contribution agreement if selected
- Work with DND to finalize and sign the funding agreement.
Processing and Agreement
- Stage 1: Letter of intent review and notification.
- Stage 2: Full proposal review by subject matter experts.
- Stage 3: Final funding consideration and contribution agreement.
- Selected applicants may be asked for additional information or risk assessments before a final decision.
- No funding is committed until a written agreement is signed.

- The applicant university must act as the initial recipient.
- Funded projects must comply with DND reporting requirements.
- Funding agreements may include research security and conflict-of-interest provisions.
