- Salaries and benefits for students, research assistants, and technical staff
- Equipment and capital expenses
- Professional services from third parties

How to apply
- Step 1: Prepare the proposal
- Read the Applicant Guide and the challenge statement.
- Complete the Innovation Networks Proposal form.
- Prepare the work plan, budget, and partner information.
- Step 2: Create a CPC Connect account
- Register on the Canada Post CPC Connect platform if needed.
- Use the account to access the submission process.
- Step 3: Request a Connect conversation
- Email IDEaS-IN.IDEeS-RI@forces.gc.ca at least five business days before closing.
- Provide the email address linked to the CPC Connect account and the number of proposals.
- Step 4: Submit the proposal
- Upload the completed proposal through CPC Connect before the deadline.
- Wait for the confirmation message in the conversation.
Processing and Agreement
- Applications are reviewed by subject matter experts.
- Only proposals meeting mandatory and rated criteria may be pre-qualified.
- Selected applicants may be asked for additional information or assessments.
- Successful applicants are invited to sign a contribution agreement with DND.
- No funding commitment exists until the agreement is signed.

- Selected projects will require a contribution agreement before funding is released.
