- Human resource costs, including salaries and benefits
- Professional and management services, including accounting, monitoring, communications, translation, audit, and legal fees
- Travel, materials and supplies, printing, equipment, vehicle rental, and contractor costs
- A reasonable share of overhead and administrative costs
- Non-reimbursable GST/HST or PST, and other pre-approved project-related incremental expenses

- Activities related to water quantity issues
- Projects outside the defined geographical area
- Projects focused on increasing production or commercial expansion
- Lobbying or direct influence on any level of government
- Wastewater infrastructure projects

Selection criteria
- Innovation and effectiveness in reducing phosphorus loads or filling knowledge gaps

- Project feasibility, work plan clarity, and recipient experience
- Location in a priority area: Thames River, Sydenham River, or Leamington tributaries watersheds
- Value for money and contributions from other sources

- Step 2: Complete the application form
- Fill in all required sections of the online application.
- Provide the project summary, work plan, budget, evaluation plan, and supporting information.
- Step 3: Submit online
- Use GCEMS to submit the completed application.
- Ensure all sections are complete before submission.
Processing and Agreement
- Applications are reviewed first for administrative completeness and eligibility.
- Eligible proposals are then evaluated against program criteria by ECCC.
- ECCC may consult external advisors, but approval decisions are made by ECCC.
- Applications must be complete to be considered.

- Applicants are encouraged to include other funding or in-kind support.
- Letters of financial or in-kind support may be submitted as supporting information.
- Incomplete applications will not be reviewed.
