- Foundations mainly focused on fundraising and redistribution of funds
- Organizations listed in the Register of enterprises not eligible for public contracts

- Training, coaching, mentoring, and professional development costs
- Professional fees and support services directly tied to the project
- Project-related staff salaries
- Travel and necessary materials related to the project

- Buying, renovating, or repairing buildings or transport vehicles
