Who is eligible?

• Community organizations
• Research centres
• Institutions working in the field of research in community action and volunteer action

Who is not eligible

• Organizations incorporated for less than 12 months
• Organizations whose activities do not relate to community action, including foundations engaged primarily in fundraising and redistribution of funds, and organizations whose mission or activities are political, religious, union, or professional
• Organizations listed in the Register of Enterprises ineligible for public contracts
• Organizations that, in the two years before the application, failed to meet their obligations after being formally notified in connection with previous financial assistance from the Ministère

Eligible expenses

• Necessary and directly related expenses for accepted projects, including travel expenses, professional fees, and material needed to carry out the activities
• Salaries of human resources directly related to accepted projects, provided the salaries correspond to those usually paid by the organization for comparable positions and tasks

Ineligible Costs and Activities

• Expenses for projects completed before acceptance
• Debt financing or repayment of loans already contracted or to be contracted
• Financing of projects already completed
• Expenses reimbursed by another program
• Purchase or renovation of real property or transport vehicles
• Cost overruns
• Salaries of human resources or other expenses directly related to the regular activities of the beneficiary organization
• Fines and legal fees related to convictions for civil or criminal offenses

• Impact on the implementation of government orientations in community action and volunteer action
• Characteristics of the initiative, including its objectives, nature, relevance, and originality
• Feasibility of the plan
• The organization’s capacity to carry out the project, based on its expertise, partners, and financial capacity
• Additional appreciation criteria may include territory covered, territorial extent, demographic density, distance from decision-making centres, equity among comparable organizations, and efforts to diversify financial contributions

• The Ministry initiates the request and contacts the organizations concerned
• Provide the project context, objectives, expected results, anticipated impacts, schedule, required resources, contributions, requested amount, and partner organizations
• Community organizations must also provide the latest activity report, the financial report for the last completed fiscal year, and a board resolution supporting the request and naming the signatory of the future subvention agreement

• The subvention agreement will set the reporting date, taking into account the information needed by the Ministère and the project schedule
• Recipients must account for the funding through a project financial report and a detailed report on the use of the subvention
• The financial report must identify all contributions received, including subventions, sponsorships, other forms of aid in cash or in services, municipal entities, and any funding from mission globale, specific activities, or one-off projects used for the project
• The subvention agreement can last up to three years
