The Programme de soutien aux véhicules collectifs accessibles (PSVCA) provides funding covering up to 100% of eligible costs for vehicle owners, vehicle rental companies, bus permit holders and school transporters in Quebec to expand wheelchair-accessible mobility. Documents Needed

  • Completed application form prescribed by the ministry
  • Complete copy of a promise to purchase for an accessible automobile or one eligible for adaptation
  • Copy of the adaptation quote from an accredited company, if the vehicle is not accessible from the design and must be adapted
  • Copy of the internal by-law or board resolution for a legal entity, except sole proprietorships
  • Copy of the bus transport permit issued by the Commission des transports du Québec

Eligibility

Who is eligible?

  • Individuals or legal entities that own a qualified automobile and carry on activities in Quebec
  • Vehicle rental companies carrying on activities in Quebec
  • Bus transport permit holders for intercity, charter or tourist services who operate in Quebec
  • School transporters offering charter bus service in remote or isolated regions, when no other charter bus operator serves those regions
  • Non-profit organizations serving persons with disabilities may qualify without specifying vehicle rental activity in the Quebec business register

Who is not eligible

  • Applicants listed in the RENA registry, including subcontractors listed in the RENA registry
  • Applicants that failed to respect obligations related to a previous financial aid from a Quebec ministry or public body after being duly put in default

Eligible expenses

  • Purchase of a qualified automobile in preparation for adaptation to wheelchair transport
  • Adaptation of a qualified automobile to make it accessible to people using wheelchairs
  • Purchase of a new automobile accessible from the design
  • Purchase and installation on a bus of a platform lift, access ramp, interior fittings and wheelchair restraint devices

Ineligible Costs and Activities

  • Motorized doors are not eligible under volet 1
  • All other types of vehicles or adaptations are not eligible under volet 1
  • All other types of vehicles or adaptations are not eligible under volet 2

Selection criteria

  • Applications are selected on a first come, first served basis until the budget is exhausted
  • The ministry may limit the number of selected applications to respect the available budget and amounts
  • For each administrative region, the date on which the complete application is received determines its rank in processing
  • Programme funds are regionalized according to the needs established by the minister

How to apply

  • Complete the prescribed application form available on the Quebec government website
  • Send the duly completed application and all required documents by email to the address indicated on the Quebec government website
  • Include the program name and the relevant component in the email subject line

Processing and Agreement

  • The Ministry sends an acknowledgment of receipt confirming that the application will be reviewed for admissibility
  • After authorization, the beneficiary has 60 days from the date of the award letter to send the documents required for payment
  • Payment is made only after the required documents are verified to the minister's satisfaction and the five-year commitment is signed
  • The minister may verify payment claims and supporting documents
  • The beneficiary must keep all related documents, accounts and records for five years after final settlement and provide requested data for five years from the award letter
