Documents Needed
- A complete copy of the purchase promise for an accessible-from-design automobile or an automobile eligible to be adapted, when applying under volet 1.
- A description of the vehicle, including its serial number, accessibility devices, and their cost.
- If the vehicle is not accessible from the design and must be adapted, a copy of the adaptation quote issued by the accredited company.
- If the applicant is a legal person other than a sole proprietorship, a copy of the internal by-law or board resolution authorizing the signatory.
- A copy of the CTQ bus permit.
Eligibility
Who is eligible?
- Individuals or legal entities that own a qualified automobile and operate in Quebec.
- Vehicle rental companies operating in Quebec.
- Holders of an intercity, charter, or tourist bus permit issued by the Commission des transports du Québec who operate services in Quebec.
- School transporters offering charter bus service in remote or isolated regions, where no other charter bus operator holds a permit serving those regions.
- Non-profit organizations serving people with disabilities are eligible for volet 1, even if vehicle rental activity is not listed in the Quebec Enterprise Register.
Who is not eligible
- Applicants registered in the Registre des entreprises non admissibles aux contrats publics, including subcontractors registered in that register.
- Applicants who have failed to meet obligations related to previous financial assistance from a Quebec government ministry or body after being duly notified.
Eligible expenses
- Acquisition of an automobile accessible from the design.
- Adaptation of an automobile to make it accessible to wheelchair users.
- Purchase and installation on a bus of a platform lift, access ramp, interior fittings, and wheelchair immobilization devices.
Ineligible Costs and Activities
- Applications from companies listed in the Register of Enterprises Not Eligible for Public Contracts.
- Applications from applicants in default on previous Ministry aid obligations within the past two years.
- Other vehicle types or adaptations not covered by the program’s vehicle rules.
Eligible geographic areas
- Remote or isolated regions, for school transporters offering charter bus service where no other charter bus operator serves the area.
Selection criteria
- Applications are selected on a first-come, first-served basis until the budget is exhausted.
- For each administrative region, the date the complete application is received determines its rank in processing.
- The Minister may limit the number of selected applications to stay within the available budget envelope.
How to apply
- Complete the prescribed application form available on the Government of Quebec website.
- Send the application and all required documentation to the email address indicated on the Government of Quebec website.
- In the email subject, specify the program name and the stream under which the request is submitted.
Processing and Agreement
- The Ministry sends an acknowledgment of receipt confirming that the application will be reviewed for admissibility.
- Applications are analyzed continuously, and incomplete files must be corrected within the time allowed by the Minister or they become ineligible.
- Applicants selected for funding are informed by a letter signed by the Minister, the Deputy Minister, or an authorized official.
- After authorization, the required documents are verified and the beneficiary signs the required commitment before payment is issued.
