Overview
ÉcoPerformance’s Standard Implementation stream provides up to $5M per application and $10M per site per year to help Québec businesses, institutions, municipalities, and groups of companies reduce GHG emissions. Funding supports implementing energy efficiency measures, energy conversion projects, and reductions of fugitive emissions, including eligible equipment, engineering, installation, commissioning, measurement, and reporting costs.
Activities funded
- Implementation of energy efficiency measures that reduce greenhouse gas (GHG) emissions by cutting fossil fuel consumption.
- Implementation of energy conversion measures that switch to energy sources that emit fewer GHGs.
- Implementation of measures to reduce fugitive GHG emissions from industrial/commercial/institutional processes (including refrigerant replacement where the refrigerant is CO2 only).
Documents Needed
- Completed EcoPerformance financial assistance application form (Excel — tabs 1 to 3, “Cost estimate” section)
- Signed and dated application form (PDF scan) by an authorized person (or a power of attorney, if required)
- Project plan, signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ)
- Monitoring plan, signed and dated by an engineer who is a member of the OIQ
- Any other supporting documents (e.g., technical data sheets, calculation spreadsheet, plans, related reports)
Eligibility
- The applicant must be a business, a group of businesses, an institution, a municipality, or an organization active in an industrial, commercial, agricultural, agri-food, manufacturing (primary/secondary), institutional, or municipal sector.
- The applicant must have a site located in Québec.
- The site must consume fossil fuels or use processes that generate fugitive GHG emissions.
- The project must implement one or more measures aimed at reducing GHG emissions through energy efficiency, energy conversion to lower-GHG sources, or reduction of fugitive emissions.
- The project must be additional (i.e., deliver a measurable impact beyond what would normally occur without the project).

Who is not eligible
- Projects that fall under the “Simplified implementation” component of the ÉcoPerformance program (those measures are not eligible under this “Standard implementation” component, except under certain conditions for partial or full electrification of heat generation systems for greenhouses).
- Bioenergy conversion projects (these must apply under the Bioénergies program instead).
Eligible expenses
- Purchase and upgrading of equipment, including equipment required to measure energy consumption.
- Engineering work costs.
- Installation costs.
- Commissioning (start-up) costs.
- Professional fees.
- Calibration costs.
- Contribution payable to the distributor to enable an energy conversion.
- Measurement costs and expenses related to drafting required reports.
- Internal expenses (in-house labour and other internal costs directly tied to the project).
Eligible geographic areas
- Quebec (the applicant must have a site located in Quebec).
Selection criteria
- Compliance with the principle of “additionality”: the project must generate a measurable impact that is above normal.
- For each measure, a payback period for the investment without financial assistance (PRIsa) that complies with the program thresholds (must be greater than PRImin or less than PRImax, according to the applicable rules).
- Amount of assistance determined based on the eligible expenses retained, the annual avoided GHG emissions (t CO2 eq.) and the agreed commitment period (1 to 10 years).
- For fugitive emissions projects: assistance calculated based on the eligible expenses, the GHG reductions (t CO2 eq.) and the commitment period.
- Compliance of the actual results and expenses with the forecasts, since the final assistance may be reduced if the results are not achieved or if expenses are lower than expected.
How to apply
Step 1: Submit the project application.- Complete tabs 1 to 3 ("Cost estimate" section) of the EcoPerformance financial assistance application form.- Prepare a scanned, signed, and dated PDF of the financial assistance application signed by an authorized person (listed in the Québec enterprise register) or provide a power of attorney.- Prepare the project plan signed and dated by an engineer who is a member of the Ordre des ingénieurs du Québec (OIQ).- Prepare the monitoring plan signed and dated by an engineer who is a member of the OIQ.- Gather any other relevant supporting documents (technical sheets, spreadsheet/worksheet, plans, related reports, etc.).- Send the full application package by email to transitionenergetique.affaires@environnement.gouv.qc.ca.Step 2: Have the application analyzed and complete the required confirmation and agreement.- Wait for confirmation that the application meets program criteria and for communication of the eligible expense date ("retroactivity date"), which allows you to start the project.- Receive by email the "Confirmation of the conditions of the financial assistance agreement" document, complete it, and return it to finalize the application.- Review and sign the financial assistance agreement that will be sent for signature by both parties.Step 3: Request the first payment.- Complete and update tab 3 ("Cost tracking" section) of the application form.- Update the monitoring plan if needed.- Provide the first purchase orders authorizing the selected companies to perform the work, along with invoices.Step 4: Submit an implementation progress report (optional).- Once 50% of the implementation work is completed (or more than 50% of the work for each measure), prepare the progress report signed and dated by an OIQ engineer.- Complete and update tab 3 ("Cost tracking" section) of the application form.- Update the monitoring plan if needed.- Provide invoices and the internal expenses declaration.Step 5: Receive the second payment (optional).- After conformity validation of the progress report and supporting documents, await confirmation of the second payment.Step 6: Submit commissioning documentation.- Once implementation of all planned measures is completed, prepare the commissioning report signed and dated by an OIQ engineer.- Complete and update tab 3 ("Cost tracking" section) of the application form.- Update the monitoring plan if needed.- Provide invoices and the internal expenses declaration.Step 7: Receive the third payment.- After conformity validation of the commissioning report and supporting documents, await confirmation of the third payment.Step 8: Measure results and submit the project report.- Measure the GHG emission reductions against the project baseline scenario and compile the data demonstrating the reduction.- Prepare the project report signed and dated by an OIQ engineer.- Complete and update tab 3 ("Cost tracking" section) and tab 4 of the application form.- Provide invoices and the internal expenses declaration.Step 9: Receive the final payment.- After conformity validation of the project report and supporting documents, await confirmation of the fourth and final payment (which may be adjusted if results or expenses differ from what was planned).Step 10: Complete annual follow-up until the end of the agreement.- Submit the annual update report each year for the duration of the agreement, using the form that will be provided by the ministry.
Processing and Agreement
- The Ministry reviews the application for program compliance; if eligible, it confirms a “date of eligibility for expenses” (date of receipt of the complete application minus 30 calendar days).
- The applicant receives by email a “Confirmation of the conditions of the financial assistance agreement” to complete, along with the maximum financial assistance amount that may be granted.
- A financial assistance agreement is then sent for signature by both parties.
- After validation of required deliverables at key milestones (start-up, commissioning, final project results), the Ministry confirms each payment, including the final payment, which may be reduced if results or eligible expenses differ from what was planned.
- The Ministry conducts annual follow-up until the end of the agreement and requires an annual update report for the duration of the agreement.
Additional information
- Measures eligible under the “Simplified implementation” stream are generally not eligible under this stream, except under certain conditions for partial or full electrification of heat generation systems for greenhouses.
- For bioenergy conversion projects, applicants are directed to the Bioénergies program.
- For fugitive emissions projects involving refrigerant replacement, only CO2 refrigerant is accepted.
