- Post-doctoral fellows as applicant or partner
- Organizations without legal status to sign a funding agreement
- Non-Canadian affiliated participants may be rejected at the program’s discretion

- Salaries, stipends and benefits for students, research assistants and technical staff
- Equipment rentals or purchases
- Consulting, laboratory analysis, materials and supplies
- Publication, outreach, communication and travel costs
- Administrative overhead

- University investigators' salaries paid directly and continuously by the university
- Land or building purchases, lab moving costs, and private vehicle costs
- Hospitality, gifts, lobbying, direct marketing and patent fees
- Costs not specifically required for the project

- Québec applicants may be subject to M-30 requirements if they are municipal, school body, or agency organizations
Processing and Agreement
- Letters of Intent are reviewed first; only eligible applicants move to the full proposal stage
- Full proposals are assessed by subject matter experts and then considered for funding
- Selected applicants may be asked for additional information or risk assessments
- Successful applicants are invited to sign a contribution agreement before funding starts
- Final payment is released only after all agreed project activities are completed and accepted
