Eligibility
Who is eligible?
- An enterprise registered in the Quebec Enterprise Register with one of the required permits or licences
- An animal transport company for agricultural businesses registered in the Quebec Enterprise Register
- A promoter as defined in the program
- An association linked to the dairy or meat processing sector registered in the Quebec Enterprise Register
- A non-profit organization linked to the dairy or meat processing sector registered in the Quebec Enterprise Register
Who is not eligible
- Applicants registered in the Register of Enterprises ineligible for public contracts (RENA)
- Applicants whose administrator or director is linked, as a related person, to an enterprise registered in RENA
- Applicants that, during the two years before the financial assistance application, failed to meet their obligations after having been duly served notice in connection with a previous financial assistance granted by the Minister
Eligible expenses
- Fees related to the use of external experts
- Construction, modification or expansion of premises necessary to carry out the project
- Costs of materials associated with the project
- Design of plans and specifications for the project
- Purchase, modification, delivery and installation of new or used equipment, subject to the stated conditions
Ineligible Costs and Activities
- Land acquisition
- Financing and repayment of the applicant’s or partners’ debt
- Operating expenses, including normal maintenance of buildings and equipment
- Reimbursement of the GST and QST
- Acquisition of motorized rolling stock for transport

- Feasibility, realism and viability of the project
- Ability of the project to address a clearly defined regional or sectoral issue
- Technical, organizational, administrative and financial capacity to carry out the project
- Realism of the financing plan

How to apply
- During a call for projects, send the required documents by email to transfo@mapaq.gouv.qc.ca.
- Use the application documents provided on the program website.
Processing and Agreement
- The Ministry will send a letter stating the assistance amount offered and a document setting out the payment conditions and terms if the project is accepted.
- The applicant must return the letter duly signed.
- When the project is completed, the applicant must submit a project report and a final payment claim to receive the last installment.
- Any expense listed in the claim must be supported by an invoice, and the beneficiary must keep the supporting documents for five years after the end of the project.
Additional information
- The selection of projects is made through a call for projects.
- At least two calls for projects will be launched annually and announced on the program website.
- A complete application must be submitted during the call for projects period; applications received outside the identified periods will be automatically rejected.
- An appeal of an evaluation decision may be filed within 30 days of the communication date.

To be eligible for the Competitiveness and Environment Program - Component 3 program, you must:
The applicant must be registered in the Quebec Enterprise Register and hold one of the required permits or licences.
The applicant may be an animal transport company, a promoter, an association, or a non-profit organization linked to the dairy or meat processing sector.
