  • Valid permit or licence demonstrating the applicant's eligibility, if required

Eligibility

Who is eligible?

  • An enterprise registered in the Registre des entreprises du Québec
  • Applicants holding an abattoir de proximité permit, an abattoir under permanent inspection permit, a C1 wholesale meat products permit, an animal slaughter licence for human consumption under federal inspection, or a dairy plant operating permit

Who is not eligible

  • Applicants listed in the Registre des entreprises non admissibles aux contrats publics (RENA)
  • Applicants that, in the two years before the aid application, failed to meet their obligations after having been formally notified in connection with a previous financial assistance granted by the Minister
  • An enterprise whose director or officer is linked, as a related person, to an enterprise listed in the RENA may also be considered ineligible

Eligible expenses

  • Fees related to the use of external experts
  • Design of plans and specifications for the project when not supported under Component 1
  • Rental fees for equipment and specialized premises during the project implementation period
  • Costs of materials associated with the project
  • Purchase, modification, delivery and installation of new or used equipment, purchased from an equipment supplier and covered by a minimum three-month warranty
  • Modification or expansion of premises necessary to complete the project by a contractor holding the appropriate licence from the Régie du bâtiment du Québec
  • Acquisition of specialized software and the equipment required to use it for project implementation

Ineligible Costs and Activities

  • Purchase of a building or acquisition of land
  • Financing or repayment of the applicant's or partners' debt
  • Current operating expenses, including normal maintenance of buildings and equipment
  • Reimbursement of the GST and QST
  • Acquisition of motorized rolling stock intended for transport
  • Salary of an employee or the business owner
  • Work related to exterior land development, such as paving
  • Costs related to the acquisition of consumables
  • Expenses not supported by a realistic cost estimate

Selection criteria

  • Relevance of the project to improving competitiveness or environmental footprint
  • The applicant's technical, organizational, administrative and financial capacity to carry out the project
  • Realism of the financing plan
  • Compliance of the project with applicable standards in its field
  • Scale of the expected impacts in relation to the program objectives, including environmental footprint, production capacity, productivity, energy efficiency, recruitment and labour retention

How to apply

  • During a project call, send the mandatory documents by email to transfo@mapaq.gouv.qc.ca.
  • Use the application forms provided on the program website.

Processing and Agreement

  • If the application is deemed receivable, the file continues to the admissibility stage.
  • If the project and the applicant are deemed eligible, the application moves to the next step.
  • If accepted, the applicant receives a letter indicating the amount of assistance offered and a document setting out the conditions and terms of payment, which must be signed and returned.
  • Once the project is completed, the applicant must submit a project report and a final payment claim to receive the last payment.
  • Any expense claimed must be justified by an invoice, and supporting documents must be kept for five years after the end of the project.

Additional information

  • Selection is made through project calls, with at least two calls launched annually.
  • The appeal period for an evaluation decision is 30 days from the date of communication.
  • For assistance before filing, the program offers support through designated advisors for dairy processing and meat processing.
  • Only expenses incurred after the date of admissibility shown in the eligibility letter are accepted, subject to project eligibility.
