The Operating Grant terms also add a 22% cap and a $40,000 per year maximum, while Sustaining eligibility is clarified as requiring City Council approval after 5 consecutive years of funding. The application materials still request a Budget Statement, most recent financial statements, a Strategic/Business Plan, and organization statistics, but the Budget Statement now points to a new 2027 template location in the portal.

Eligibility

Who is eligible?

  • Incorporated non-profit organizations

Who is not eligible

  • Organizations acting as a funding body for others
  • Organizations that primarily benefit members instead of the general public
  • Organizations requesting capital or deficit funding
  • Organizations already funded under the Operating or Sustaining category for project grants

  • Rent, insurance, utilities, and maintenance

How to apply

  • Step 1: Review program guidelines
    • Check the grant category and focus area.
    • Confirm the application deadline.
  • Step 2: Prepare the application
    • Complete the online application form.
    • Prepare the required attachments, including financial and planning documents.
  • Step 3: Submit through the portal
    • Upload the application and supporting documents in the City of Thunder Bay portal.
    • Submit before the deadline.
  • Step 4: Await review and notification
    • Applications are reviewed by the City.
    • Funding recommendations are sent by email.

Processing and Agreement

  • Applications are reviewed after submission by City administration representatives and, for operating grants, community representatives.
  • Recommended funding levels and terms are submitted to City Council for consideration.
  • Applicants are notified by email of the recommendation and appeal process.
  • Approved organizations may need to sign a service agreement for multi-year funding.
  • Post-project or post-term reporting may be required.
