The Community Opportunity Fund reporting submission portal now shows a deadline of July 15, 2026 at 5:00 PM EDT, replacing the previously shown 11:59 PM deadline for the same date. The portal still requires the same reporting materials: Quarterly Data Sheet, Narrative Report, and Financial Report. The resources page also updated at least one supporting PDF link, and the FAQ and reporting/compliance pages received light wording changes without changing the underlying eligibility rules, funding terms, or reporting requirements. Activities funded

  • Job Search Assistance, including CV writing workshops and one-on-one CV support, interview preparation, facilitated job placements or connections with employers, networking events with professionals and employers, and job fairs tailored to OLMC participants
  • Counselling / Case Management Services, including developing a return-to-work action plan, supporting and monitoring clients’ job search strategies, ongoing case management and follow-up, specialized assessments or professional diagnostic services, and guidance for career transitions and advancement
  • Unassisted Services, including access to job postings and other employment opportunities, labour market information, training and education opportunities, and equipment such as computers, internet, and software to conduct a job search
  • Other Employment Support Services, including job retention services, business networking opportunities, mentorship and peer guidance for job seekers, and referrals to entrepreneurship support

Eligibility

Who is eligible?

  • Not-for-profit and registered charity organizations
  • Social enterprises delivering non-commercial employment services
  • Community organizations serving English-speaking minority communities
  • Indigenous organizations where English is the first official language
  • OLMC educational or vocational organizations

Eligible expenses

  • Administrative and overhead costs; project materials
  • Staff wages and MERCs; staff training
  • Hospitality (refreshments, venue rental); printing, translation, communications
  • Domestic travel; professional services; equipment for service delivery

Ineligible Costs and Activities

  • Wage subsidies
  • Lobbying and political activities; debt repayment or deficit financing; general fundraising campaigns or capital campaigns
  • Projects located outside Quebec
  • Labour market research; French-language training
  • In-depth skill training such as classroom-based courses or certificate programs, vocational or technical training programs, apprenticeships or formal on-the-job training, programs that lead to recognized credentials or certification, and training that replaces or resembles education provided by a college, university, or trade school

Processing and Agreement

  • If pre-approved for Stream 2 funding, applicants must submit a request for authorization to the Québec ministry to which they report or from which they receive primary public funding
  • Funding agreements with YES will only be signed once confirmation of this authorization has been provided
  • The Community Opportunity Fund Reporting Submission portal is designed for funded organizations to submit all required reporting materials for the reporting period
  • Applicants are required to complete and upload the Quarterly Data Sheet, Narrative Report, Financial Report, and Marketing Materials and Communications Assets by the submission deadline
