• Licensed child care operators
• Licensed home child care agencies

• Completion of all required prerequisites
• Quality First status in good standing
• Signed inclusion memorandum of understanding
• Financial viability and stability
• Past performance under previous agreements

• Step 1: Complete prerequisites
  • Submit a letter of intent with program name and contact information.
  • Enroll in and maintain Quality First in Good Standing.
  • Review and sign the Memorandum of Understanding for Inclusion supports.
• Step 2: Complete application
  • Fill out the agreement information form.
  • Include the required evacuation location form for each site.
• Step 3: Gather supporting documents
  • Provide corporate documents, insurance certificate, fee schedule, rate application form, and financial viability documents.
  • Include a safety certificate if you provide your own transportation.
• Step 4: Submit application
  • Send the completed application and supporting materials to Halton Region as instructed.

• The Region may request additional information or references during review.
• Previous performance with the Region may be considered in the decision.
• Applications may be accepted or refused.
• An agreement is required before approval is finalized.
