Activities funded

  • FEED studies for advanced CCUS projects in Canada.
  • Point-Source CCUS projects focused on the capture of CO2 from industrial facilities, such as cement plants, iron and steel production, chemical plants, upstream oil and gas plants, upgraders and refineries, including capture from abated natural gas power generation.
  • Carbon Dioxide Removal (CDR) projects, including Direct Air Capture (DAC) and Bioenergy with Carbon Capture and Storage (BECCS).
  • CCUS Transportation and Storage Infrastructure projects centered on the development of dedicated CO2 transportation pipelines and/or regional storage hubs.

  • Heat and mass balance; Preliminary diagrams; Preliminary layouts or site plans; Preliminary equipment lists and equipment sizing summaries; Technology assessments; Initial HAZID (Hazard Identification Report)
  • AACE Class 4 (Feasibility) cost estimates or equivalent for CAPEX and OPEX; Revenue, offtake agreements, and/or business case analyses; Financial/techno-economic modelling and sensitivity analysis
  • Level 2 project schedule; Risk assessment or risk register and mitigation plans; Formal project governance and stage-gate approval records; regulatory plan
  • Official documentation, such as Memoranda of Understanding (MoUs), Joint Venture (JV) agreements, or letters of intent between all involved parties

Eligibility

Who is eligible?

  • Legal entities validly incorporated or registered in Canada.
  • For profit organizations.
  • Utilities.
  • Indigenous communities or governments, Tribal Councils or entities that fulfill a similar function (e.g., general councils), and national or regional Indigenous councils, or tribal organizations.
  • Indigenous (majority owned and controlled by Indigenous people) for-profit or not-for-profit organizations.

Who is not eligible

  • Entities not incorporated or registered in Canada.
  • Projects focused on enhanced oil recovery.
  • Projects using CO2 for non-permanent utilization, such as fuels or greenhouses.
  • Federal government internal operations and asset purchases.

Eligible expenses

  • Salaries and benefits for employees working on the project.
  • Professional, technical, scientific, and contracting services.
  • Travel, meals, and accommodation linked to project activities.
  • Training, workshops, testing services, and project-related supplies.
  • Overhead costs directly related to the project, up to 15% of eligible expenditures.

Ineligible Costs and Activities

  • Costs outside the eligible expenditure period.
  • Overhead above the 15% cap.
  • In-kind costs for reimbursement.
  • Reimbursable federal and provincial taxes.
  • Projects or uses involving enhanced oil recovery, non-permanent carbon utilization, or federal government internal operations and asset purchases.

Selection criteria

  • Demonstrable proof of technical and engineering maturity.
  • Commercial and financial viability.
  • Implementation readiness.
  • Projects may be prioritized when they support departmental priorities such as regional balance in Canada, strategic value and socio-economic considerations, and advancing IDEA in the natural resources sector.
  • Projects may be prioritized when they partner with Canadian organizations, source materials, services, technologies and solutions from Canadian sources and suppliers, and use and generate IP that is vested in Canada.

How to apply

  • Determine your eligibility to apply – Review the Applicant Guide.
  • Complete and submit an EOI via the application portal.
  • If invited, complete and submit an FPP.

Processing and Agreement

  • EOIs will be reviewed by a Technical Review Committee.
  • FPPs will be reviewed by a Technical Review Committee.
  • If additional information or clarification is needed, the Program will contact applicants via an information request and continue the review when the additional information is received.
  • All applicants selected for funding will undergo a due diligence assessment covering financial, technical, legal and regulatory due diligence.
  • Applicants whose projects pass due diligence will be invited to work with NRCan to draft, sign, and execute a contribution agreement.

Additional information

  • Applicants must identify all key partners and their roles in the CCUS value chain, from capture to transport to storage or utilization.
  • Applicants may work with partners on their project that do not qualify as eligible applicants, such as other government departments.
  • The contribution agreement is with the applicant only, not partners, collaborators, or vendors.
