Overview

The Caribou Conservation Stewardship Program supports individuals, non-profit organizations, Indigenous communities, and other groups across Ontario to maintain and recover Boreal Caribou populations. It funds on-the-ground habitat restoration and protection, monitoring, science and research, as well as habitat management, direct threat mitigation, and local or traditional ecological knowledge.

Eligibility

Who is eligible?

  • Academic institutions

Who is not eligible

  • Provincial government ministries
  • Federal government departments and agencies
  • Unincorporated informal groups or clubs
  • Conservation authorities and their foundations

Eligible expenses

  • Staff wages and mandatory benefits directly tied to the project
  • Materials, supplies, services, consultants, transportation, accommodation, and hospitality
  • Equipment or rental, administration, indirect research costs, support services, honoraria, and audit costs

Ineligible Costs and Activities

  • Projects or studies required by law, including activities undertaken to fulfill legal requirements or conditions identified in an Endangered Species Act, 2007 authorization or regulation.
  • Project activities must be intended for the protection or recovery of caribou and must not result in the provision of goods or services to the Government of Ontario.
  • Costs beyond reasonable limits set by the program, including travel and hospitality limits, are not eligible.
  • Non-meal food and beverages, alcohol, meals when the travel period is less than 5 hours, and meals during travel when travel is part of the regular job duties of the staff or contractor are not eligible.
  • Avoidable financial institution service fees and audit costs in the Services category are not eligible.

How to apply

  • All applications must be submitted electronically through TPON.
  • Applicants must have a TPON account in order to apply, and must create one first if needed.
  • Applicants should sign up early because access may take up to 5 business days.
  • Once registered and granted access, applicants must download and complete the application form and supporting documents through TPON.
  • A new TPON case number and a new application form are required for each project application.

Processing and Agreement

  • Complete applications undergo a comprehensive, multi-staged assessment process.
  • All applicants will be notified in writing of the outcome of their application.
  • Successful applicants must enter into a transfer payment agreement with the Province before any payments will be made.
  • Payments will be made after milestones are completed and required project reporting is approved, and an initial payment may be available upon signing the transfer payment agreement.
  • Projects selected for funding must submit reporting and financial documentation according to the transfer payment agreement, and some projects may be required to submit audited segmented financial information and certificates of insurance.

  • Applications must be submitted through Transfer Payment Ontario (TPON).
  • Multiple project applications are allowed, with a separate TPON case number for each.
  • Applicants may need additional authorizations, including ESA-related permits.
  • Successful applicants must acknowledge Government of Ontario financial assistance.
