Who is eligible?
- Canadian for-profit organizations
- Qualified consortia with SMEs
- Not-for-profit R&D organizations funded mainly by private-sector sources
- Non-federal Crown corporations with commercial revenues

- Organizations without a Canadian business presence when direct co-investment is requested
- Publicly funded not-for-profits, research institutions, federal Crown corporations, and government bodies for direct PCAIS funds
- For-profit organizations seeking to be the community project beneficiary
Eligible expenses
- Base wages, salaries, and contracts tied to project deliverables
- Equipment purchase, rental, operation, and maintenance
- Materials and supplies used on the project
- Travel, accommodation, conference, and telecommunications costs for the project
- Consulting, legal, accounting, and IP protection costs with prior approval

- Taxes, fines, penalties, and cancellation fees
- Routine overhead and normal operating costs

Processing and Agreement
- Applications are reviewed on a continuous-intake basis.
- Complete EOIs are assessed for eligibility, fit, and readiness.
- Successful EOIs lead to an invitation to submit a Full Project Proposal.
- Eligible FPPs are reviewed by an independent Project Selection Committee.
- Successful consortia must sign a Master Project Agreement within 60 days.
