Who is eligible?

  • Canadian companies and multinational corporations registered to do business in Canada
  • Not-for-profit organizations
  • Non-federal Crown corporations with commercial revenue

  • Community organizations involved in AI adoption or workforce support

Who is not eligible

  • Individual organizations applying alone without a consortium
  • Projects focused only on internal training for a single organization
  • Organizations without a Canadian business presence when seeking DIGITAL co-investment

Eligible expenses

  • Direct labour, subcontractors, equipment, materials and supplies
  • Travel, room rentals, user fees, and project-related telecommunication costs
  • Dissemination, incremental insurance, and eligible capital expenditures
  • Pre-approved foreign costs, IP protection costs, and certain legal or consulting fees

Ineligible Costs and Activities

  • Costs incurred before project approval
  • Overhead and routine operating costs
  • Taxes, fines, penalties, and cancellation fees
  • Building or land purchase and depreciation costs
  • Internal training programs for individual organizations

Processing and Agreement

  • EOIs are reviewed for eligibility, fit, and readiness after the deadline.
  • Only complete and eligible FPPs are evaluated by the Project Selection Committee.
  • The committee may request a presentation or additional information.
  • Successful consortia must sign a Master Project Agreement within 60 days.
  • Final investment decisions are made by DIGITAL.
