Who is eligible?

  • Canadian forestry manufacturers.
  • Forestry service companies involved in harvesting or transportation.
  • Softwood lumber mills and remanufacturers.
  • Pulp and paper mills.
  • Finished wood products manufacturers.

Who is not eligible

  • Businesses with less than 36 months in operation.
  • Businesses with annual sales below $2M.
  • Businesses that already received a loan guarantee under the Softwood Lumber Guarantee Program, for another loan under that program.
  • Transformation support is not available to non-manufacturing businesses.

Eligible expenses

  • Working capital and operating cash flow needs.
  • Regular debt and lease payments.
  • Equipment investments.

Ineligible Costs and Activities

  • General use outside operational cash flow needs for liquidity support.
  • Borrowers who already received support under the Softwood Lumber Guarantee Program, for additional loans in that program.
  • Transformation support is not for non-manufacturing businesses.

  • Canada.

Selection criteria

  • Direct or indirect negative material impact from U.S. tariffs, related uncertainty, or the economic downturn.
  • Viable before the tariff measures.
  • Financial stress or financial decline, depending on the forestry segment.
  • Relevant forestry activity and revenue share for service businesses.
