Overview of the BC Manufacturing Jobs Fund (BCMJF) program
The BC Manufacturing Jobs Fund provides non-repayable funding up to $10 million to support modernization and growth in manufacturing sectors, focusing on economic resilience and sustainability. Eligible activities include infrastructure investments, technology upgrades, and the development of innovative processes.
Financing terms and conditions
- Non-repayable contributions are available through two streams: Project Readiness and Capital Investment.
- Stream 1 - Project Readiness offers up to 50% of total project costs to a maximum of $50,000.
- Stream 2 - Capital Investment provides contributions ranging between $100,000 and $10 million, covering up to 20% of eligible total project costs.
- Funding is disbursed in installments based on milestones achieved, as outlined in the contribution agreement.
- Organizations must contribute at least 25% of total project costs from loans, private investment, or cash reserves.
- Funding does not cover previous project phases and expenses.
- Tax implications of program funding should be discussed with a tax professional, as the program does not issue tax slips.
- Costs not directly related to the project, ineligible for rebate, or considered operating costs, among others, are excluded from funding.
- Funding is contingent upon project duration with eligible phases completed by March 2026.
- Recipients are required to provide both milestone and final reports, and funding is subject to potential audits.

- Manufacture of value-added forestry products from biomass or other alternatives.
- Building or expanding a manufacturing facility.
- Refitting idle community assets like unused mill sites for new or updated manufacturing purposes.
- Upgrading equipment or machinery to support new product lines.
- Adopting innovative processes to enhance manufacturing capabilities.
- Retrofitting a processing facility to incorporate new technology and processes.
- Completing a business case to expand operations or diversify product lines.
- Conducting operational or technical assessments to boost productivity or introduce new technology.

Eligibility criteria of the BC Manufacturing Jobs Fund (BCMJF) program
- The applicant must be a business or for-profit organization.
- Entities with for-profit manufacturing operations, including First Nations and Indigenous- and First Nation-owned enterprises, are eligible.
- The applicant must be registered to do business in B.C.
- Must operate in the manufacturing sector, creating products using industrial or mass production processes.
- Need to have established operations, either at the proposed project location or elsewhere.
- The organization must have an established employee base.
- The applicant must be in a viable financial position, for example, not in foreclosure or for sale.
- A business plan and financial records must show current or projected growth, profits, and/or ability to pay off short-term debts.

Who is not eligible
- Not-for-profit organizations.
- Industry associations.
- Post-secondary institutions.
- Crown corporations.
- Local government and municipalities (unless in partnership with an eligible applicant).
Eligible expenses
- Capital expenditures including equipment, machinery, technology, and construction materials.
- Wage or contract costs for net new and project-specific labour.
- Material transportation costs.
- Installation and implementation costs.
- Professional, contractor, and subcontractor fees.
- Freight or material transportation costs.
- Other time-limited costs directly related to project implementation.

- Companies operating within British Columbia (B.C.)
Eligibility criteria of the BC Manufacturing Jobs Fund (BCMJF) program
- Projects within the forestry sector will be prioritized.
- Projects located in rural, remote, or forestry-dependent communities are given preference.
- Projects that demonstrate a high degree of readiness, need, and direct impact are favored.
- Indigenous-led projects or those benefitting Indigenous Peoples are prioritized.
How to apply to the BC Manufacturing Jobs Fund (BCMJF) program

Project Proposal Submission
- Visit the BCMJF webpage to access the online proposal form.
- Log in using your Business BCeID credentials.
- Complete the proposal form with high-level information about your business and proposed project.
- Submit the proposal by the deadline of August 15, 2024.

Detailed Application Submission
- If your proposal is selected, you will be invited to submit a detailed application.
- Provide comprehensive information about the business, including previous financial statements, market assessments, and detailed project plans.
- Submit supplementary documents like endorsements or letters of support, if available.
- Ensure detailed application submission by the deadline of November 15, 2024.

Funding Decision Process
Wait for the funding decision to be communicated by late 2024 or early 2025, depending on when the application was submitted.

Finalization of Funding Agreement
If approved, finalize a Contribution Agreement outlining the terms and conditions of funding, including reporting and milestone requirements.
Additional information
- Projects within the forestry sector, as well as those located in rural, remote, or forestry-dependent communities, will be given priority.
- Indigenous-led projects or those benefiting Indigenous Peoples are highly encouraged and prioritized.
- The funding is structured as non-repayable contributions, disbursed based on project milestones.
- Businesses are encouraged to secure additional funding from other sources to demonstrate the project's viability.
- Reports on progress, financials, and project outcomes are required throughout and after project completion.
- A follow-up survey focusing on measurable outcomes is required up to two years post-project completion.
- Successful applications are subject to audit at any time to ensure compliance with funding terms.
