Overview
This program offers non-repayable funding of up to $300,000 to support tourism businesses in the Bas-Saint-Laurent region. It finances regional offer structuring projects, including thematic routes, improved territorial access and other initiatives with lasting tourism impact over more than three years.

Activities funded

Documents Needed
- Completed and signed application form submitted in Excel format.
- Project plan detailing expected deliverables and impacts over three years.
- Financial statements for the two most recent years of the organization, where required.
- Projected revenues and expenses covering the full project duration.
- Board resolution authorizing the signatory, plus any required attestations (OQLF, Indigenous status, partner confirmations).
Eligibility
- The applicant must be a legally constituted tourism organization under Quebec or Canadian law and carry on business in Quebec.
- The organization must belong to an eligible clientele group (for-profit or non-profit tourism business, cooperative, municipal entity, Indigenous community or tourism organization, or a grouping of these).
- The project must be structurally important for the region, representative of the Bas-Saint-Laurent territory and generate benefits for several partners over more than three years.
- The project must align with EPRTNT objectives and regional priorities such as maritime, nature, gourmet, cultural or four-season tourism.
- The project must respect minimum eligible cost thresholds and funding contribution rules, including required promoter contribution and public-aid cumulation limits.
Who is eligible?
- For-profit tourism businesses.
- Non-profit tourism organizations.
- Tourism cooperatives.
- Municipal entities involved in tourism.
- Indigenous communities, nations and tourism organizations, and groupings of these clients.
Who is not eligible
- Crown corporations, and departments or agencies of the Quebec and Canadian governments.
- Organizations listed in the Register of enterprises ineligible for public contracts.
- Organizations not compliant with the Office québécois de la langue française francization process, where applicable.
Eligible expenses
- Fees for specialized firms or consultants.
- Travel expenses within public-sector scales, project-specific salaries, benefits and overheads.
- Purchase and installation of equipment necessary for structuring the tourism offer.
- Net taxes related to eligible project costs, excluding refundable portions.
Ineligible Costs and Activities
- Working capital, debt service, operating losses, capital losses and share buybacks.
- Bringing assets up to standard, asset maintenance and regulatory compliance costs.
- Donations, in-kind or in-service contributions, asset transfers and usual operating, administration or maintenance expenses.
- Financing costs, legal fees, lobbyist remuneration and cost overruns.
- Costs incurred before the application (except certain project development fees), promotion and marketing costs (outside festivals/events) and motorized transport equipment not dedicated to visitor experience.

- Bas-Saint-Laurent region, Quebec.
- Organizations legally constituted under Quebec or Canadian law and doing business in Quebec.
Selection criteria
- Alignment with EPRTNT 2025-2027 objectives and regional tourism priorities.
- Structuring impact, including attractiveness, reach, spinoffs, partnerships, job creation and season extension.
- Degree of innovation and quality of the concept, products and services.
- Financial structure, including robustness of the financing plan and market relevance.
- Project feasibility and consideration of sustainable development principles.
How to apply
- Step 1: Check Eligibility
- Use the self-assessment tools to confirm that your organization and project meet the program’s admissibility conditions.
- Verify that your project fits within the “Structuration de l’offre touristique régionale” category and respects budget thresholds.
- Step 2: Contact Program Team
- Schedule an appointment with the ATR Bas-Saint-Laurent team at least 10 business days before the call deadline.
- Request the official, up-to-date application form from the program team.
- Step 3: Prepare Application Dossier
- Complete and sign the EPRTNT Bas-Saint-Laurent application form in Excel format.
- Prepare the required supporting documents, including project plan, financial statements, forecasts, resolutions and attestations.
- Step 4: Submit Application
- Submit the completed form and all required documents by email to programmes@bassaintlaurent.ca before the relevant deadline.
Processing and Agreement
- Initial verification of project eligibility and clarification requests are carried out by Tourisme Bas-Saint-Laurent.
- Projects are then analyzed and assessed, with recommendations made by a management committee.
- Applicants receive a letter either announcing the amount awarded or confirming a refusal.
- Selected projects must sign a financial assistance agreement, generally within six months of the announcement.
- Applicants should expect a response at least two months after the end of the call for projects to which they applied.
Additional information
- Financial support under this program is non-repayable.
- Application deadlines are set several times per year between 2025 and 2027.
- Applicants should allow about two months after each deadline to receive a funding decision.
- Using outdated application forms is not accepted; applicants must request the latest version.
