Documents Needed
- Completed and signed application form submitted in Excel format
- Business plan or digital project plan, depending on project scope
- Two professional service offers, if applicable
- Financial statements for the last two years and latest interim statements, where required
- Three-year financial forecasts following project completion, where required
- Board resolution mandating the signatory and any other relevant document
- OQLF attestation or certification for organizations with 25+ employees, if applicable
- Confirmation letters from financial partners, if available
- Proof of compliance or commitment for Aventure Écotourisme Québec accreditation, for nature and adventure tourism businesses
- Indigenous certificate or certification confirming Indigenous status, if applicable
Eligibility
- Applicant must be a tourism enterprise or organization (for‑profit, non‑profit, cooperative, municipal entity, Indigenous community or organization, or a grouping of these).
- Organization must be legally constituted under Quebec or Canada law and conduct business in Quebec.
- Applicant must have fulfilled commitments tied to any previous subsidy from the program partners.
- Tourism accommodation operators must comply with applicable laws and hold a valid registration number.
- Nature and adventure tourism businesses must comply with, be in the process of complying with, or commit to comply with Aventure Écotourisme Québec Qualité‑Sécurité standards.

- Crown corporations and departments or agencies of the governments of Quebec and Canada
- Organizations listed in the Register of enterprises ineligible for public contracts
- Enterprises not compliant with the francization process of the Office québécois de la langue française
Eligible expenses
- Professional fees for support and implementation of digital solutions
- Purchase of technological or other equipment enabling use of the solution
- First cloud service subscription (up to 24 months), if applicable
- Purchase of hardware, software or mobile apps to increase client interaction
- Purchase of integrated management software packages and e‑commerce software
- Travel costs within public‑sector scales, overhead, salaries and benefits of project‑dedicated human resources
- Professional fees for training and upskilling staff involved in the digital development project
- Net taxes (non‑refundable portion) related to direct eligible costs
Ineligible Costs and Activities
- Salaries, operating expenses and current management costs of the promoter
- Purchase or rental of land, buildings or facilities, and capital expenditures for equipment acquisition
- Purchase of bandwidth and commissions on online sales or booking platforms
- Recurring operating fees of the business solution and development of video games or technological infrastructures
- Server room setup and costs related to working capital, debt service, operating or capital losses, and capital buyback
- Costs for regulatory compliance, asset maintenance or upgrades, and any taxes or costs eligible for refunds
- Asset transfers, in‑kind or service contributions, and direct or indirect operating or administration fees
- Routine maintenance, operating expenses, financing fees and lobbyist remuneration
- Costs contractually committed before application (except project design fees)
- Promotion, advertising, marketing costs, cost overruns and legal fees

- Structuring impact, including attractiveness, project reach, spin‑offs, partnerships and job creation.
- Degree of innovation and quality of concept, products and services.
- Strength of financial structure and project financing plan.
- Relevance, feasibility and consideration of sustainable development principles.
How to apply
- Step 1: Validate Eligibility
- Use the eligibility self‑assessment tool for the “Développement numérique d’une entreprise” category.
- Confirm that your organization and project meet all admissibility conditions.
- Step 2: Prepare Application Documents
- Complete the official EPRTNT BSL – Développement numérique d’une entreprise application form.
- Prepare the required supporting documents (business or project plan, financial statements, forecasts, resolutions, attestations, etc.).
- Step 3: Obtain Official Form and Support
- Contact the program team by email or phone to obtain the latest version of the application form.
- Schedule a meeting at least 10 business days before the call deadline.
- Step 4: Submit Application
- Sign the completed form and send it with all required documents by email to programmes@bassaintlaurent.ca.
- Ensure submission before the specified call for projects deadline.
Processing and Agreement
- Eligibility of the project is first verified and clarifications may be requested from the promoter by Tourisme Bas‑Saint‑Laurent.
- The project is then analyzed and evaluated, with recommendations made by the management committee.
- The promoter receives a letter either announcing the amount awarded or informing of a refusal.
- For approved projects, a financial assistance agreement is signed.
- Applicants should expect at least a two‑month response time after each call deadline, with longer delays possible for larger requests.
Additional information
- The financial support is provided as a non‑repayable contribution.
- Applicants must respect maximum thresholds for cumulative government assistance based on their client category.
- Projects are assessed with specific attention to sustainable and responsible tourism practices.
- An incomplete file at the call deadline will not be analyzed and is deferred to a later period.
