Eligibility

Who is eligible?

  • Canadian not-for-profit organizations and unincorporated groups, societies, and coalitions.
  • Non-federal Canadian public institutions.
  • Crown corporations.
  • Provincial, territorial, regional, and municipal governments and agencies.
  • Research organizations, academics, and private sector organizations.

Who is not eligible

  • Organizations not based in Canada.
  • Applicants without the required not-for-profit partnership, where applicable.
  • Projects focused on clinical mental health treatment.
  • Pure research projects without specific applications.

Eligible expenses

  • Project-related salaries, benefits, and consultant fees.
  • Rent for office space and equipment not normally used in daily operations.
  • Travel, accommodation, meetings, events, workshops, and related meals.
  • Honoraria, communications materials, audiovisual work, websites, app development, evaluation, audit, and insurance.

Ineligible Costs and Activities

  • Mental health services or clinical treatment.
  • Core operating expenses such as regular rent.
  • Capital costs, including land, buildings, or vehicles.
  • In-kind expenses and unspecified miscellaneous costs.
  • Travel and hospitality above National Joint Council rates.

Processing and Agreement

  • Applications are first screened through an Advanced Screening Form.
  • Selected applicants are invited to submit a Full Proposal.
  • Applications are reviewed competitively against program objectives and available funds.
  • A funding agreement must be accepted before any project costs are incurred.
  • Receipt of the screening form is acknowledged by email.

Additional information

  • Only one proposal may be submitted per applicant.
  • Applications with ineligible, incomplete, or unsuccessful screening submissions will not advance.
  • Research involving humans requires ethics approval.
  • Projects may receive additional funding from other sources, but total government assistance cannot exceed 100% of project costs.
