Eligibility

Who is eligible?

  • Individuals living in Thunder Bay
  • Adults aged 18 and over for recreation
  • Adults aged 25 to 59 for transit

Who is not eligible

  • People who do not live in Thunder Bay
  • People outside the eligible age ranges
  • Applicants already receiving transit assistance through OW, ODSP, or Passport Program

Eligible expenses

  • City recreation facility admissions, memberships, and coupons
  • Facility rentals
  • Recreation and culture programs and services
  • Half-price adult monthly bus passes

Ineligible Costs and Activities

  • Programs eligible for PRO Kids support
  • Purchases not made through the Perfect Mind system
  • Food and drink purchases
  • Gift certificates

How to apply

  • Step 1: Complete the application form
    • Fill out the online or PDF application form.
  • Step 2: Prepare supporting information
    • Provide income and residency documentation.
  • Step 3: Submit the application
    • Send the completed form by email, fax, or in person to LSPC.
  • Step 4: Receive the decision
    • Wait for a letter confirming approval or rejection.

  • Approved applicants use the credit or bus pass according to program rules

  • Approved recreation credits expire on December 31 of the approval year.
