Grant and Funding Programs Offered by Waterloo Region Community Foundation (WRCF)

Waterloo Region Community Foundation (WRCF) is a public community foundation that mobilizes philanthropy to strengthen communities across Waterloo Region, Ontario. Working with individuals, families, businesses and charitable organizations, WRCF pools donations into endowment and other types of funds whose investment income is distributed through grants to a wide range of local causes.

WRCF positions itself as a community-building organization that uses three main tools: granting, investing and mobilizing. As a public foundation and funding organization, it helps community groups access financial support for new programs, capital projects, student financial assistance and other initiatives. In 2025, WRCF approved $7.6 million in grants to hundreds of charities and non-profits, bringing its cumulative grantmaking since inception to $96 million, supported by total assets of about $179 million.

Grants flow out of WRCF in two primary ways: fundholders recommend grants from their own named funds, and WRCF manages several competitive grant streams that organizations can apply to annually. These streams focus on themes such as kids’ camp access, arts and culture, social infrastructure, racial equity, youth recreation, agriculture, health and education, and community needs within specific municipalities like Cambridge, North Dumfries and Woolwich Township.

WRCF’s 2024–2027 strategic focus is on social infrastructure — the shared spaces, experiences and resources that enable people to connect, build trust and civic participation, and foster belonging. Flagship programs like Community Grants, Arts Grants and Racial Equity Grants are explicitly designed to strengthen social infrastructure by supporting activities and spaces that bring diverse residents together across Waterloo Region.

The foundation offers a range of fund types, including charitable organization endowment funds, unrestricted community funds, designated funds, donor advised funds, field of interest funds and student financial assistance funds. Most are endowed, creating permanent capital that generates annual grant budgets, though non-endowed and spend-down options are also possible. Donors can establish new named funds or contribute to existing ones, effectively creating a family- or organization-branded fund without the administrative burden of a private foundation.

WRCF supports organizations located in and serving residents of Waterloo Region’s cities and townships. Its grant streams often target children and youth, arts and culture groups, racialized and equity-deserving communities, and nonprofits working to enhance community spaces and social connections. The Community Grants program alone has recently distributed close to $1 million annually, with transparent lists of recipient organizations published online.

Governed by a community-based Board of Directors and committees, WRCF emphasizes equity-centred, trust-based philanthropy. It is a member of Community Foundations of Canada and expects grant recipients to meet appropriate legal, ethical and regulatory standards. Beyond funding, WRCF invests in impact investing, produces Vital Signs reports, hosts dialogues and podcasts, and collaborates with public and private partners to "grow community as the community grows" toward one million residents.
