Role of Trenval Business Development Corporation in the funding ecosystem
Trenval Business Development Corporation is a federally supported, not-for-profit Community Futures Development Corporation serving six communities in Eastern Ontario: Belleville, Quinte West, Stirling-Rawdon, Tyendinaga Township, Deseronto and the Mohawks of the Bay of Quinte. In partnership with the Federal Economic Development Agency for Southern Ontario (FedDev Ontario), Trenval promotes entrepreneurship, small business growth and community economic development by combining advisory services with access to capital.
Since 1987, Trenval has invested more than $45 million in small businesses, impacting thousands of jobs through loans and business support services. The organization manages an Investment Fund that provides flexible business financing and supports strategic local initiatives aligned with regional economic priorities.
Business financing and loan programs
Trenval offers a portfolio of loan products tailored to different business needs and sectors. Core financing includes loans of up to $300,000 for start-up, relocation, maintenance or expansion of businesses located within Trenval’s service area. Specialized offerings include the MicroBoost program, which provides fast-track loans up to $20,000, and the CANtrade™ flexible financing program, offering $5,000 to $150,000 in growth-focused capital for firms adapting supply chains, expanding to new markets, or boosting competitiveness.
The Financing section details multiple loan types such as accessibility, agriculture, hospitality, innovation, manufacturing, social enterprise, youth loans and working capital. Clear application requirements are provided, including business plans, cash flow projections, financial statements and security documentation. Loans are reviewed monthly by a local Investment Committee and Board of Directors, with transparent evaluation criteria covering economic viability, job creation, management capacity and the applicant’s financial commitment. An appeal process is available for declined applications.
Community economic development and CEED grants
Beyond lending, Trenval administers the Community Empowerment for Economic Development (CEED) program, which provides non-repayable contributions to not-for-profit organizations. CEED supports incremental, community-driven projects that enhance economic growth and overall well-being in the Bay of Quinte region. Application guidelines and forms are published online, with calls for proposals indicating annual envelopes (for example, $100,000) and deadlines.
The Local Initiatives pages and news releases list numerous CEED-funded projects and recipients, such as hospitals, libraries, arts organizations, youth services, cultural institutions and community development groups, along with the grant amounts awarded. Trenval complements its funding programs with free one-on-one business counselling, workshops and curated resources on business planning, market research, cash flow management and succession planning. It collaborates with the Small Business Centre, Loyalist College and other Community Futures organizations to deliver training and mentorship, and participates in regional initiatives such as Mentor Connect Quinte.
