Role of the Lyle S. Hallman Foundation in the funding ecosystem
The Lyle S. Hallman Foundation is a private charitable foundation created in 2003 by philanthropist Lyle Shantz Hallman to benefit the Waterloo Region community in Ontario. It provides grants to registered charities and other qualified donees, with a mandate to invest primarily in children, families and community wellbeing. The foundation emphasizes upstream, preventive approaches, preferring to support initiatives that foster healthy development and resilience before problems emerge.

The foundation also supports Higher Education by establishing Lyle S. Hallman Scholars awards at Wilfrid Laurier University, the University of Waterloo and Conestoga College, starting in fall 2025. These awards aim to reduce financial barriers for students from Waterloo Region and provide sustained support from enrolment through graduation. In the Healthcare sector, beginning in 2025, the foundation created an Equipment Renewal Fund at Cambridge Memorial Hospital and the Waterloo Region Health Network to address critical needs in medical equipment replacement and modernization, with funds disbursed annually.

The primary beneficiaries of the foundation’s funding are children aged 0–12 and youth under 16, along with their families and the neighbourhoods and institutions that support them. The foundation envisions every child being supported by a caring adult and seeks to build strong families, connected communities, and creative, dynamic systems. Current grants span community centres, social services, educational institutions, multicultural organizations, health and mental health providers, and sector networks.
The foundation practices “engaged philanthropy,” maintaining close and long-term relationships with grantees. Beyond financial assistance, it helps connect organizations to expertise, advocates with governments and stakeholders, and fosters candid dialogue. It values resident leadership, innovative programming, collaborative efforts and networks that address systemic barriers to wellbeing.
General approach to evaluation and learning
Guided by its mission and values, the Lyle S. Hallman Foundation funds beyond the status quo and is willing to test novel ideas, take risks and learn from failure. It uses evidence, expertise, creativity and participation to reimagine possible futures for children and communities.
