Grant and Funding Programs Offered by Prince Edward Island Department of Rural and Regional Development (RGI)

The Rural Growth Initiative (RGI) is a provincial funding program delivered by the Department of Fisheries, Rural Development and Tourism in Prince Edward Island. Its purpose is to strengthen rural community life by providing financial support to projects that enhance quality of life, community infrastructure and local capacity in rural PEI. The program targets incorporated non‑profits, municipalities, band councils and development agencies with mandates in community or economic development.

RGI is structured around two principal streams: Community Revitalization and Community Capacity Building. Community Revitalization supports capital projects such as renovations and upgrades to community halls, recreation centres, municipal buildings and other shared spaces. These projects can include energy efficiency measures, infrastructure required for emergency reception centres, and other improvements that expand or preserve access to vital rural services.

The Community Capacity Building stream funds planning and organizational development activities. Examples include strategic plans, community infrastructure plans, regional economic development plans, diversity and inclusion initiatives, and training or skills development that enhance an organization’s ability to serve rural residents.

Within Community Revitalization, specialized sub-streams include the Reception Centre Resiliency Fund, which finances equipment and upgrades so designated reception centres can operate effectively during emergencies, and the Heat Pump Initiative, which helps eligible community organizations purchase and install heat pumps in spaces used for winter programming as part of the province’s Net Zero strategy.

The program typically requires applicants to contribute at least 10% of total project costs, with provincial contributions varying by stream and project size. For example, small‑scale revitalization projects may receive up to 75% of eligible costs, while large‑scale projects may receive up to 50% to defined maximums. Applications are assessed on alignment with RGI outcomes, demonstrated community need, the applicant’s capacity to manage and sustain the project, leverage of other funding partners, and the extent to which the proposal fills gaps without duplicating existing services. Funding is allocated on a fiscal‑year basis from April 1 to March 31, and not all projects that meet basic criteria will necessarily be funded, as support depends on demand and available budgets.

RGI focuses on rural communities and regions across Prince Edward Island, encouraging projects that benefit broad local populations rather than individual businesses. By investing in community facilities, emergency preparedness, energy efficiency and organizational capacity, the initiative supports population retention, economic resilience and social cohesion in rural areas.
