Role of the Humanitarian Coalition in the funding ecosystem
The Humanitarian Coalition is a Canadian charitable alliance that unites 12 well‑established international aid agencies to respond to humanitarian crises around the world. Rather than implementing one single program itself, the Coalition raises funds from individuals, businesses and institutions in Canada and then channels those resources to its member organizations, which already operate or have partners in affected countries. This coordinated model allows a rapid, large‑scale humanitarian response while maintaining strong links with local actors.
The Coalition manages public appeals for major emergencies such as conflicts, earthquakes or large‑scale climate disasters, as well as a portfolio of smaller and under‑reported crises. When a disaster occurs, only member agencies that are active in or near the affected area receive funding, and a minimum of 85% of appeal revenue is dedicated to emergency response and helping survivors rebuild their lives.
Funding mechanisms and partnership with Global Affairs Canada
A key instrument managed by the Humanitarian Coalition is the Canadian Humanitarian Assistance Fund (CHAF). Through this mechanism, responses to small and medium‑scale disasters are co‑funded by Global Affairs Canada and the Coalition’s own fundraising. The CHAF enables rapid disbursement of funds to member agencies following localised floods, cyclones, earthquakes and other crises that may not receive much media attention in Canada but still overwhelm local response capacity.
For some large‑scale emergencies, the Government of Canada has also offered time‑limited matching programs, in which eligible donations made to the Humanitarian Coalition and its members are matched up to a set amount. The Gaza Humanitarian Emergency appeal, for example, combined private donations with a federal match to support food, water, shelter, medical care, hygiene kits, cash or vouchers and psychosocial support delivered by member agencies and their local partners.
How funds are allocated to members
Before each appeal, the Coalition establishes the percentage of funds that each member organization will be eligible to receive. Allocation takes into account which agencies are present on the ground or working through local partners in the affected zone. This pre‑agreed formula, together with shared codes of conduct and international standards, helps ensure that funding decisions are predictable, transparent and aligned with humanitarian principles of humanity, neutrality, impartiality and independence.
Transparency, standards and impact
Members of the Humanitarian Coalition commit to upholding recognised codes of conduct and international quality standards in humanitarian response. The Coalition highlights impact stories and emergency response summaries on its website, showing how donor contributions translate into concrete assistance for people affected by conflict, displacement, natural hazards and protracted crises. Regular reporting, accreditation seals and partnership frameworks reinforce accountability to donors, partners and communities reached through Coalition‑funded projects.
