L'admissibilité comprend : être résident de la Colombie-Britannique, être en dernière année d'études secondaires (12e année) à Metro Vancouver, démontrer un besoin financier, atteindre des résultats académiques satisfaisants, et faire preuve de leadership et de bénévolat.

Historique
La fondation a été créée en 2003 à la mémoire de Rebecca Chan, décédée en janvier 2000 d'une forme rare de cancer à l'âge de 25 ans. Son nom chinois « En-Huei » signifie grâce, d'où le nom de la fondation.
