Role of the Estrie Private Forest Development Agency in the funding ecosystem
The Estrie Private Forest Development Agency (Agence de mise en valeur de la forêt privée de l’Estrie – AMFE) is a regional organization created under Quebec’s forestry legislation to coordinate the protection and sustainable development of private forests in the Estrie administrative region. Its territory covers administrative region 05, including six regional county municipalities and one city, where about 93% of the land base is privately owned. The agency brings together forest owners, the forest industry, municipalities and the provincial government around common objectives for private forest management.
AMFE’s central financial role is to manage the Programme d’aide à la mise en valeur des forêts privées, a public financial assistance program aimed at private forest owners who want to enhance the value of their woodlots. Through this program and related schemes, the agency provides both technical support and direct financial assistance, generally covering between 80% and 95% of the costs of eligible silvicultural activities.
Main funding programs and supported activities
Under the assistance program, eligible owners must have at least 4 hectares (10 acres) of forest land, hold a forest management plan (PAF) prepared by a forest engineer, and obtain recognized forest producer status. Once these conditions are met, a network of accredited forestry advisors (groupements forestiers, forestry firms or private forest engineers recognized by AMFE) works with owners to prescribe appropriate silvicultural treatments and supervise their implementation.
The funded portfolio covers a wide range of forest management activities: site preparation and planting, reforestation, tending of plantations, precommercial and commercial thinning in young stands, various harvest operations and forest road work. Detailed rate grids and lists of eligible treatments are published by the agency, along with provincial technical reference guides, regional administrative directives, regulations on forest management plans and advisor accreditation, and performance evaluation procedures for service providers.
Planning framework and sustainability objectives
Financial assistance delivered by AMFE is framed by the Plan de protection et de mise en valeur de la forêt privée de l’Estrie (PPMV), developed through a concerted planning process with all regional partners. The PPMV establishes a portrait of private forests and their resources, identifies regional issues, sets objectives for protection and development, and proposes means of action. Successive versions of the plan (notably 2002 and 2017) and supporting studies on forest dynamics, ownership profiles and harvesting potential guide the orientation of funding and interventions.
Exceptional forest ecosystems and environmental safeguards
Beyond production-oriented silviculture, the agency integrates biodiversity conservation into its funding decisions. It identifies and documents exceptional forest ecosystems (EFE) on private lands in Estrie, including rare forests, refuges for threatened or vulnerable plant species, and old-growth stands. AMFE informs affected landowners of the presence of these sensitive ecosystems and ensures that no financial assistance is granted for works that could destroy, alter or degrade such sites. In this way, its grant programs contribute both to regional economic development based on timber resources and to long-term environmental protection.
