Role in the Housing Funding Ecosystem
The Cornwall SDG Human Services Department serves as the Service Manager for housing in Cornwall and the United Counties of Stormont, Dundas and Glengarry. The department administers 11 publicly-funded Housing Providers managing 1,643 community housing units across 35 properties, including seniors, single and family units.
Housing Programs Offered
The department offers comprehensive housing funding programs:
- THRIVE Program - Temporary Relief for Individuals in Housing Emergencies, providing financial assistance for rental arrears, first/last month's rent, utility arrears, moving costs, and exceptional circumstances.
- Social Housing (RGI) Program - Rent Geared to Income subsidies calculated at approximately 30% of gross household income up to market rent.
- Rent Supplement Program - Nominal subsidies paid to landlords on behalf of households in need, for up to 5 cumulative years.
- Canada-Ontario Housing Benefit (COHB) - Federal-provincial income-tested housing allowance paid directly to eligible households.
- Ontario Renovates - 10-year forgivable loan up to $12,000 for essential home repairs and accessibility modifications for low-to-moderate income homeowners.
- Homelessness Prevention Program (HPP) - Financial assistance for utility arrears, rental arrears, relocation fees, and temporary accommodations.
- Affordable Housing Program - Below-market rent units for households earning below provincial income limits.
- Domiciliary Program - Financial assistance for individuals requiring help with daily living activities in private residences.
Children's Services
The department also administers child care fee subsidies for eligible families, wage enhancement for child care operators, special needs resource funding, and funding for EarlyON Child and Family Centres across Cornwall, Stormont, Dundas and Glengarry.

Services are provided to residents of the City of Cornwall and the United Counties of Stormont, Dundas and Glengarry (SDG) in Eastern Ontario.
