Eligibility

Who is eligible?

  • Non-profit community organizations, societies, and associations.
  • Canadian institutions and boards of education.
  • Bands, First Nations, Tribal Councils, and local, regional, or national Indigenous organizations.
  • Provincial, territorial, and municipal governments and their agencies or institutions.
  • Private sector organizations, for-profit enterprises for research or evaluation activities, research or evaluation organizations, and individuals.

Who is not eligible

  • Federal Crown corporations.
  • For-profit businesses applying for activities other than research or evaluation.
  • Private sector organizations that would make a profit on the work performed.

Eligible expenses

  • Project staff salaries, wages, and related employee benefits.
  • Specialized service fees, such as translation, web or video production, training, audit, evaluation, and legal services.
  • Office and facility costs, including rent, utilities, insurance, supplies, printing, postage, and licenses.
  • Minor equipment and materials, transportation, travel, accommodations, meals, and participant-related costs.
  • Honoraria for Elders, culturally appropriate expenses, and research or evaluation costs.

Ineligible Costs and Activities

  • Costs incurred before the agreement start date.
  • Major capital costs over $10,000 per item, such as buildings, land, and vehicles.
  • Operational costs to sustain existing programs.
  • Projects focused on youth only at risk of entering the justice system, rather than youth already involved in it.

Processing and Agreement

  • Youth Justice Fund staff review submitted applications to confirm project eligibility.
  • Eligible applications are assessed by a Department of Justice Canada committee, with additional expertise consulted as needed.
  • A program analyst contacts the applicant once the review is complete.
  • If approved, the applicant enters into a funding agreement with the Department.
  • Funded recipients may need to submit interim and final reports and financial statements before final payment is released.
