- Core education, health and wellness, or faith/political activities
- Gifts, gift cards, contests, prizes, trophies, and plaques
- Contingency, miscellaneous, legal, accounting, GST, and insurance costs
- Debt reduction, lobbying, advocacy, fundraising, and retroactive costs
- Operating costs, day-to-day business expenses, and capital purchases

- Applications are screened for eligibility after the deadline
- Eligible applications are scored by a cross-ministry review committee
- Applicants are notified of the decision
- Successful applicants receive a grant agreement to sign and return
