Road Grant Protocol Policy

Eligibility

Who is eligible?

  • Property owners fronting on and/or utilizing one or more opened private or unassumed road(s) to access their property.
  • A Road Group may apply for grants for any or all affected roads.
  • A ratepayer’s association may serve as a road group for purposes of the By-Law.

Eligible expenses

  • Any reasonable road maintenance or improvement expenses for spring, summer, fall or winter works

Ineligible Costs and Activities

  • Legal, insurance, survey and any other administrative expense

  • Municipality of Whitestone

How to apply

  • Applications will be submitted on the forms designated in the Road Grant Protocol Policy.
  • Applications must be received by September 30th of each calendar year.
  • Applications shall be accompanied with a description of what the Road Grant Funds will be used for.
  • New applicants must include a completed Appendix A.
  • If any road crosses or utilizes privately owned lands, easements, or rights-of-way, Appendix B must be completed.
  • If any road crosses land within a Land Use Permit area, Appendix C must be completed.

Processing and Agreement

  • Applications shall be forwarded to the Municipal Treasurer, who shall have the responsibility/authority of determining eligibility and authorizing Road Grant funds based on the Road Grant Protocol By-Law 16-2025 requirements.
  • Approved grant funds will be issued in one payment.
  • Funds will be released at the discretion of the Municipal Treasurer.
  • Non-compliance with reporting requirements will lead to the suspension of that Road Group’s participation in the Road Grant Program until further notice.

  • The application submission deadline is September 30, 2026.
  • The deadline for supporting invoices and summary of works complete in the 2026 calendar year is December 31, 2026.
  • Supporting invoices and the summary of works complete in the 2026 calendar year must be submitted by email to roadgrant@whitestone.ca or sent to the attention of the Treasurer.
