Activities funded
- Development and implementation of a watercourse crossing inspection program using the Alberta Watercourse Crossing Inventory (ABWCI) in Survey123 to identify fish passage and sedimentation issues.
- Identifying and prioritising watercourse crossings for aquatic assessment and engineering design.
- Completing aquatic assessments and obtaining engineering design options for remediation.
- Construction and capital costs associated with repairing or replacing watercourse crossings and roadway infrastructure.

- Project Financial Plan, including budget with eligible expenses by category, total costs broken down by activity, costs not funded by the Program, in-kind contributions, and multi-year project expenses by fiscal year (April 1 to March 31)
- Supporting documentation, including letters of support and/or financial commitment
- Project Proposal, including Project Summary, rationale, justification, map or aerial photos, detailed description of the work, and timetable with milestones
- Location plan of the crossing, detailed plan(s) showing the dimensions of the crossing, and photographs of the crossing site

- Salaries and benefits directly tied to staff hired for project(s).
- Reasonable travel-related expenses as outlined by AFP.
- Computer equipment and software used for eligible activities, up to a maximum of $3,000 unless otherwise approved.
- Cost of acquiring needed permits.
- Operating expenses related to the project; equipment purchases and leases; capital infrastructure directly tied to the project; materials and deliverables directly tied to the project; technical consulting and professional services; and post-project evaluation performed within the program term.
Ineligible Costs and Activities
- Salary and benefits of existing staff funded by other sources.
- Expenses for the administration and coordination of activities to maintain a project beyond the approved proposal.
- Goods and Services Tax (GST).
- Expenses incurred outside of the project term.
- Purchase of capital equipment not directly tied to the project; purchase or construction of real property or structural works; purchase of fleet; land or wetland conservation offsets or compensation; research projects or inventory programs not using the ABWCI; and expenditures or costs that are not approved by AFP.
Selection criteria
- Activities that clearly demonstrate improvement of fish access to high quality habitat.
- Activities that reduce sedimentation impacting downstream fish habitat.
- Activities that demonstrate collaboration with other watercourse crossing owners and improve the overall watershed condition.
- Activities that improve critical habitat for species listed under the Species at Risk Act and activities within the priority 1 watersheds for the program.
- Projects that collect and report data using the ABWCI, provide good value for money, justify costs in relation to benefits, and use metrics such as $/km or $/tonne to evaluate cost/benefit; additional cost sharing, leveraged funding, and minimal ongoing maintenance also receive priority.

- Submit the grant application form and a proposal with the required headings.
- Send the application by email to AEP.WCCrossing@gov.ab.ca so it is received by 11:59 PM MST on October 15, 2023.
Processing and Agreement
- Projects that may result in the death of fish or harmful alteration, disruption or destruction of fish habitat require authorization under the federal Fisheries Act.
- The applicant is responsible for obtaining all required approvals under provincial and federal legislation.
- The Water Act Code of Practice for Watercourse Crossings applies to bridges, culverts, and other types of watercourse crossings.
- Once these requirements are met, the Notice form must be completed on the Digital Regulatory Assurance System (DRAS) website.
- Public Lands Act authorizations, Water Act approvals, and approval from Fisheries and Oceans Canada may be required depending on the work.
