Eligibility

Who is eligible?

Who is not eligible

  • Government administrations, except education network organizations.
  • Businesses or organizations listed in the Register of enterprises ineligible for public contracts.

Eligible expenses

  • Project-related costs directly linked to approved activities.
  • Purchased goods and services needed for the project.

Ineligible Costs and Activities

  • Operating deficits, loan repayments, and working capital replenishment.
  • Expenses incurred before the financial aid agreement is signed.
  • Costs already paid by the Quebec government for the same project.
  • Work already carried out or costs not directly related to the project.
  • Loans, loan guarantees, equity investments, and refundable taxes.

    • Projects are accepted on a continuous basis as of March 17, 2025.
