Eligibility

Who is eligible?

  • Indigenous non-profit organizations outside reserve.
  • Indigenous organizations serving urban Indigenous peoples.
  • Friendship centres.
  • Some non-Indigenous organizations with Indigenous support.

Who is not eligible

  • Non-Indigenous organizations without Indigenous support.
  • Organizations not located in an urban centre for urban streams.
  • Applicants that are not eligible under the specific stream rules.

Eligible expenses

  • Core operating costs such as staffing, utilities, and rent.
  • Salaries, fees, honoraria, travel, equipment, materials, and communications for project delivery.
  • Housing-related costs such as construction, repairs, renovations, professional fees, permits, and inspections.
  • Infrastructure and administration costs directly linked to approved activities.

Ineligible Costs and Activities

  • Board member pay for administration or participation.
  • Capital assets over 5,000 CAD in certain streams.
  • Vehicles, land, and buildings in certain streams.
  • Deficit recovery and contingency or miscellaneous costs.
  • Cosmetic renovations, soil decontamination, and financing costs.

Eligible geographic areas

  • Urban centres in Canada.
  • Ontario, through the Ontario Federation of Indigenous Friendship Centres.
  • Outside Ontario, through the National Association of Friendship Centres.
  • Urban, rural, and northern areas for some streams.

Processing and Agreement

  • Applications are reviewed after submission by the department.
  • Proposals are assessed against program criteria and objectives.
  • Incomplete proposals are not considered.
  • Successful applicants receive funding under a formal agreement.
  • Contributions require financial and narrative reporting after approval.

Additional information

  • There are no open calls for proposals for 2026-2027 urban programming activities.
  • Starting April 1, 2026, funding will be distributed through the National Association of Friendship Centres or the Ontario Federation of Indigenous Friendship Centres.
  • All projects must advance the objectives of Urban Programming for Indigenous Peoples.
  • Non-Indigenous organizations need support from Indigenous organizations or community groups.
